세종시 읍･면지역의 공간계층 변화 양상에 관한 연구 = A study on the spatial stratification changes in the rural areas of Sejong City

Sejong City has been growing as a complex city that combines urban and rural areas since its establishment in 2012. Sejong City’s new downtown area is experiencing an unusual pace of growth, while its rural areas are declining. As a result, the relationships between the spatial stratification and regions of Sejong City are changing. This study analyzes the changes in the spatial stratification and relationships between the urban and rural areas of Sejong City over the past 10 years since its establishment. The analysis utilized the OD traffic volume, population distribution, number of basic living service establishments, and Davis functional indices. According to the analysis, compared to 2012, there was a slight change in the spatial hierarchy, as Janggun-myeon was the only area to become more central (from the 3rd to the 2nd). In addition, as the centrality to the Dong area gradually strengthens, the centrality of the original city center, which is the Jochiwon-eup, is weakening. This indicates the need for integrated policies and roles that take into account the characteristics of rural areas in the future. Sejong City needs to establish active policies such as role allocation and policy direction setting reflecting the stratified structure, establishment of an integrated plan reflecting rural spatial structure, and developing methods to provide service functions for isolated areas.

국문 초록 (Abstract)

2012년 출범한 세종시는 2022년 말 기준 12개 동, 1개 읍, 9개 면지역으로 구성된 도농복합도시로 성장하고 있다. 빠른 성장속도를 보이고 있는 신도심과 지속해서 쇠퇴하는 농촌지역이 공존하면서, 세종시의 공간계층과 지역 간의 관계가 변화하고 있다. 본 연구는 세종시가 출범한 이후 10년 동안, 도시지역의 빠른 성장이 세종시 농촌지역의 공간계층과 지역간 관계에 어떠한 변화 양상을 보이고 있는지를 OD통행량, 인구분포, 기초생활서비스 사업체 수와 데이비스 기능지수를 분석하여 장기적 관점에서 살펴보았다. 분석 결과, 2012년 대비 장군면이 유일하게 중심성(3계층→2계층)이 강해지면서 공간계층에 약간의 변화가 있음을 확인하였다. 특히 동지역으로의 중심성이 점차 강해지면서, 원도심인 조치원읍의 중심성이 감소하였다. 지역과의 관계도 일부지역은 주변 거점도시와 생활권을 함께하면서 세종시 내부 지역과의 관계성은 약화되었다. 이를 토대로 본 연구에서는 향후 세종시가 농촌공간 정책에 대한 새로운 관점을 가지기 위해 계층구조를 반영한 역할 부여 및 정책방향 설정, 농촌 공간구조를 반영한 통합계획 수립, 고립된 지역에 대한 서비스 기능 전달 방안 마련 등의 적극적 정책 수립이 필요함을 시사하였다.
