    21세기 강대국 경쟁의 전선이 군사력에서 공급망으로 이동하면서, 핵심광물은 석유를 대체하는 전략 자산, 즉 ‘신석유’(New Oil)로 부상하고 있다. 중국이 희토류 생산의 60%와 정제 능력의 90%를 장악한 ‘광물 무기화’ 시대에, 세계 1위 우라늄 생산국이자 260만 톤의 희토류 매장량이 확인된 카자흐스탄은 글로벌 공급망 재편의 핵심 행위자로 주목받고 있다. 본 논문은 쿠이크(Kuik)의 능동적 헤징(Active Hedging) 이론에 기반하여, 카자흐스탄이 핵심광물을 지경학적 자산으로 활용하는 전략의 성과와 한계를 분석한다. 분석 결과, 카자흐스탄은 미국 주도 핵심광물안보파트너십(MSP) 포럼 참여를 경제 플랫폼으로 규정하여 경직된 동맹을 회피하고(동맹 회피성), 중국의 BRI와 EU의 글로벌 게이트웨이에 동시 참여하여 한쪽의 위험을 다른 쪽으로 상쇄하며(위험 상쇄성), 아브라함 협정 가입과 카스피해횡단 국제운송루트(TITR) 개발을 통해 제3의 협력 축과 대안적 물류 경로를 확보하고 있다(선택지 다각화). 그러나 희토류 생산량의 100%가 중국으로 수출되는 ‘포획된 공급망’은 헤징의 근본 전제를 무력화하는 구조적 한계로 작용하며, 물류 병목과 전문 인력 부족이 전략의 실효성을 제약한다. 본 논문은 핵심광물이라는 구체적 정책 영역에서 헤징의 이론적 속성이 작동하는 메커니즘과 그 한계를 동시에 규명함으로써, 기존 연구의 학술적 공백을 보완한다.

    As 21st-century power competition shifts from arsenals to supply chains, critical minerals have become the “New Oil.” In this era of “mineral weaponization,” with China controlling 60% of rare earth production and 90% of refining, Kazakhstan—top uranium producer and holder of 2.6 million tons of rare earth reserves—emerges as a key actor in supply chain restructuring. Applying Kuik’s active hedging theory, this paper examines Kazakhstan’s use of minerals as geoeconomic assets. Kazakhstan joins the U.S.-led Minerals Security Partnership (MSP) but frames it as economic cooperation (non-alignment); engages in both China’s BRI and the EU’s Global Gateway to balance risks (risk offsetting); and diversifies through the Abraham Accords and the Trans-Caspian International Transport Route (TITR). Yet, the “captured supply chain,” with all rare earth exports going to China, undermines hedging, while logistics bottlenecks and labor shortages further constrain effectiveness. This study fills a gap by revealing both the mechanisms and limits of hedging in critical minerals policy.
