인천의 기울어진 운동장과 지역균형발전을 위한 연구 = Unlevel Playing Field, A Study on the Balanced Growth Within Incheon Metropolitan Area

다국어 초록 (Multilingual Abstract)

This paper analyzes the problem of spatially unlevel playing field in Korean cities and discusses the main factors that cause these problems by studying government activities and policy factors empirically in Incheon Metropolitan City. The government policies and activities that resulted in sloping playgrounds in Korean society include discriminatory government policies, biased rules of government decision making procedure, discrimination in public services supply, the local government seized in the growth coalition, and the opportunity seeking behaviors of local government leaders. In the empirical analysis of Incheon, major problems of sloped playing grounds were the polarization between old town and new city, unlevel playing field between traditional industrial district and high-tech industrial park, and gap between inland and island areas. As a result of the study, the following policy implications were highly suggested to mitigate the problem of sloping playgrounds in Incheon. First, it requires long-term policy support rather than short-term prescription. Second, it needs to promote the resident-oriented development rather than large scale development. Third, it is strongly suggested to seek a community-oriented bottom-up policy rather than top-down government policy. Fourth, policies should be implemented to improve the quality of life of residents rather than the rise of real estate value. 국문 초록 (Abstract)

본 논문은 한국도시에서 공간적으로 기울어진 운동장 문제를 분석하고, 이러한 문제를 초래한 주요 요인을 정부활동과 정책요인을 중심으로 인천을 연구대상으로 경험적으로 논의하였다. 한국사회에서 기울어진 운동장을 초래한 정부 정책과 활동으로는 차별적인 정부정책, 정부의 편파적인 의사결정규칙, 공공서비스의 차이, 성장연대에 포획된 정부 그리고 지자체장의 기회추구적 행태 등을 제시하였다. 인천에 대한 경험적 분석에서, 기울어진 운동장의 주요 실태로 구도심과 신도시 사이의 양극화, 전통산업지구와 첨단산업공원 사이의 기울어진 운동장, 내륙지역과 도서지역 사이의 격차 등이 주요 문제로 관찰되었다. 인천에서 기울어진 운동장 문제를 완화하기 위해서는 다음과 같은 정책시사점이 제안되었다. 첫째, 단기적 처방이 아닌 장기적 정책지원이 요구되고, 둘째 대규모 개발 보다는 주민 중심의 개발이 추진될 필요가 있고, 셋째 하향식 정부 주도 보다는 상향식 지역 공동체 중심의 정책이 추진되어야 하며, 넷째 부동산 가치 상승 보다는 주민의 삶의 질 향상을 위한 정책이 추진되어야 하고, 이 과정에서 섬 지역을 포용하는 종합적 접근이 요구된다.
