The purpose of this paper is to describe the properties of desire for power and the nature of power by means of literatures.
1. Properties of Desire for Power
1) Desire for power is a kind of instinct inherent in human nature.
2) The attributes of desire for power are irrationality, rationality, universality in time, and universality on space.
3) As pointed out by Erich Fromm, man may be explained as a being of Sado-Masochism in the fields of politics.
4) Desire for power is universal but power-seizer is partisan.
2. The Nature of Power
1) Power may be defined as the ability of persons or groups to realize their own will in a communal action even against the resistance of others who are participating in the action.
2) Power in this sense is based on the capacity to make people comply either (1) by coercion or (2) through authority. Coercion may be seen simply as power whose basis is the threat or application of punishment. Authority is socially approved power, and it is legitimate and impersonal. Influence is a type of power distinct from force and authority. We may define it as noncoercive or persuasive power.
