공간정보 성숙도를 활용한 공간정보해외 진출 방안 = 방글라데시, 몽골 중심으로

국문 초록 (Abstract)

공간정보는 대부분의 국가에서 국토 정보를 운영하는데 가장 중요한 정보 중 하나가 되었다. 대부분의 개발도상국은 정보 통신 및 기본 인프라를 개발하지 않고 공간 정보의 구조를 개선하려고 노력해왔다. 본 연구의 주목적은 방글라데시와 몽골의 공간정보환경, 정보통신환경, 공간정보성숙등을 분석하여 공간정보 해외 진출 전략을 찾는 것이다. 현재까지 해외 공간정보 사업은 대부분 모든 국가가 ODA에 의한 시범 사업&국가사업으로 일회성 사업으로 완료되어, 사업 후 토지 및 공간정보의 업데이트 및 최신기술 적용이 미비한 실정이다. 이러한 원인은 근본적인 정보통신 인프라 구축이 사업지역 내에서만 가능하기 때문에 국가차원에서의 관리 또는 부처별 정보공유가 어렵기 때문이다. 각 국가별로 취약요소가 다르기 때문에 나라별 취약분야에 따른 진출 전략이 요구된다. 이에 전자정부개발 지수와 정보 통신개발 지수, GIS성숙도 평가를 통해 공간정보 관련 법 및 제도 개선을 통한 시스템 개발 및 개별 사업 추진이 필요할 것이다. 본 연구를 통해 향후 해외 프로젝트를 수행을 위한 기초 자료로 사용되길 바란다.

다국어 초록 (Multilingual Abstract)

The spatial information becomes one of important information in order to organize the national properties. otherwise most developing countries is tried to improve spatial information structure without developing telecommunication improvement. The main purpose of this project is to find overseas expansion strategy for spatial information area according to analysing e spatial information environment, E-government rank, Information Community Technology lever for Bangladesh and Mongol. In order to achieve the main goal, Most of oversea projects ignored the above mentioned aspects. For this reason oversea project was become one-off business in order to overcome this problem the follow-up management also should be considered in oversea project. I hope this research becomes one of good example to who is going to do oversea project in future.
