폐광지역의 아카이빙과 도시재생을 위한 활용 : 강원도 폐광지역을 중심으로

Since the decline of the coal industry, which was the driving force for the growth of modern regions in Gangwon-do, Several development projects were carried out to revitalize the abandoned mine area. Development projects that focus on strengthening urban infrastructure rather than urban regeneration using locality did not show much improvement. Recently, as attention to regional revitalization based on local history and culture has increased, the direction of regional development is changing to urban regeneration based on local history and culture. In this context, this study focused on the correlation between cultural urban regeneration and archiving of abandoned mine area. Therefore, this study suggests that archiving of local identity and memory should be preceded for cultural urban regeneration. It aims to suggest the method of archiving abandoned mine area for the utilization of urban regeneration by insisting on the necessity of organized archiving of coal mine industry heritage and the memory of abandoned mine that disappears with the passage of time and development.
In order to achieve the purpose of this study, the current status of domestic archiving was analyzed and implications and limitations were derived. Based on the analysis of archiving cases abroad and domestic, archiving methods and urban utilization for urban regeneration in the abandoned mine area of Gangwon-do were proposed.
Archiving coal industry heritage and inhabitants' memory in abandoned mines area has the meaning of documenting and preserving the unique history, memory and evidence of the region through records representing the locality of the region. In deciding the subject, scope and method of archiving the abandoned mine area, the local conditions and appropriate methods should be considered. Through this, the abandoned mine archives are expected to be the core of the local archiving and regional development as an information hub center for local record contents development, education and research, and urban regeneration.

국문 초록 (Abstract)

강원도의 근대 지역 성장의 동력이었던 석탄산업의 쇠퇴로, 낙후된 폐광지역을 다시 활성화하고자 여러 개발사업이 이루어졌으나 지역의 정체성을 활용한 도시재생보다 도시의 기반시설 강화에만 치중한 개발사업은 큰 개선 효과를 보이지 못했다. 최근에는 지역의 역사와 문화를 바탕으로 하는 지역 활성화에 대한 주목이 높아짐에 따라, 지역개발의 방향이 지역의 역사와 문화를 바탕으로 하는 도시재생으로 바뀌고 있다. 이러한 흐름 속에서 본 연구는 문화적 도시재생과 폐광지역 아카이빙의 상관관계에 주목하였다. 따라서 본 연구는 강원도 폐광지역이 지향하는 문화적 도시재생을 위해서는 지역의 정체성과 기억에 대한 아카이빙이 선행되어야 함을 제시하고, 시간의 흐름과 도시개발 논리에 따라 사라져가는 폐광촌의 기억과 석탄산업유산에 대한 체계적인 아카이빙 필요성에 대하여 주장하며 도시재생의 활용을 위한 폐광지역 아카이빙 방안을 제안하는 것을 목적으로 한다. 이러한 연구목적의 달성을 위해 국내 아카이빙 현황을 분석하여 시사점과 한계점을 도출하였고, 해외 폐광지역 아카이빙 사례를 분석하여 이를 바탕으로 강원도 폐광지역의 도시재생을 위한 아카이빙 방안과 그 활용에 대하여 제안하였다.
강원도 폐광지역의 석탄산업유산과 주민기억을 아카이빙하는 것은 지역의 정체성을 대표하는 기록을 통하여 지역이 가진 고유한 역사와 기억, 증거를 기록하고 보존한다는 의의가 있다. 이를 적극적으로 아카이빙하고 활용함으로써 지역의 기록이 이어지고 다른 지역과 차별화된 활용도 가능하게 된다. 폐광지역 아카이빙의 주체 설정부터 대상과 범위, 방안을 정함에 있어서 지역의 환경과 적절한 방법을 고려하여 진행하여야 한다. 이를 통하여 지역아카이빙에 있어 중요한 가치를 지니는 폐광지역의 기록이 보존될 수 있다. 강원도 폐광지역 아카이브는 기록의 보존을 넘어, 지역기록콘텐츠 개발이나 교육 및 연구, 도시재생으로 활용을 위한 정보허브센터로서 지역기록의 아카이빙과 지역 발전에 중추가 될 수 있을 것으로 기대한다.
