주민참여 활성화방안에 관한 연구 : 도시계획을 중심으로 = (A) study on the activation of people participation

A city belongs to the residents and the development program of it is obviously for the residents themselves. Therefore, the main body of the urban programming should be not only the municipal government but also the inhabitant. Currently, the rapid progress of urbanization is being made throughout in Korea, Urban planning process is considered as a core of the administration function in municipal government. There is highly likely to be the differences in interests between the inhabitants, which need the previous adjustment of them, and it is necessary for the dwellers to take part in each municipal activity positively in order to meet these requirements.
In this respect this study is focused on democratization of the public administration and efficiency of it as well as the progress of the administration, by analysing the reality of the people participation in the urban planning program, and by pursuing the efficient participation - encouraging methods. The redesidents participation is one of the institational device which satisfy the requirements of the modern administration in the process of the urban renewal. The participative administration is probably described as a major function of the restraint and participation which reflect the city-dweller's opinions and interests on the administrative process, and which the reflected opinions result in a satisfiable administrative out come.
This study is summarized as follows;
First the general theories of people participation in the urban planning process is stated by refering to related reference books in the Chapter 2.
Second, in the 3rd Chapter the theoretical background of the urban planning and people participation in that process is researched.
Third, I take some foreign examples of the people participation in the urban planning process, in order that we may compare the reality of the people participation in the urban planning process with that of Korea in advanced hations in the 4th Chapter.
Fourth, In the following 5th Chapter. I also try to search into the urban planning and people participation in Korea.
Fifth, I try to present some alternatives to activate people participation capturing the problems with having been exposed so far, in the Chapter 6.
Finally, in the last Chapter 7, 9 mad some conclusions based on the preceeding arguments. The government's plan of the local autonomy scheduled for the next year (1988) is applausible as a epoch-marking case in policy, because the local autonomy is the fundamental factor in democracy, and organization of the municipal congress is a essential step to the more democratized 5th republic of Korea. Providing the residents with much more opportunities to participate in and control the municipal administration means a landmark in the course of the democratic development in Korea in that it broaden the democratic range and deepen its root. At this point seeking the methods to vitalize the resident's participation is advisable and desirable for the administration democratization and efficiency.
