This study is to expore practical strategies which could promote After-school programs in the primary and secondary schools. For the purpose, first, I reviewed the suggested policies and guidelines for After-school programs by the national and/or regional education authorities. Second, I tried to clarify the aims and objectives of After-school programs and examined some controversial issues regarding After-school program implementation. Third, I tried to identify the major problems within each level of schooling and suggested some strategies to resolve the problems. Following suggestions are made in this study. First, the Primary School should emphasize the following functions: the introduction of the schools` baby-sitting role until the end of day; provision of free After-school programs for all kids; articulation of the relation between regualr classes and After-school programs. Second, the Middle School should put an emphasis on the following areas: introduction of a variety of cross-curricular activities as After-school programs; provision of opportunities for Mathematics and/or English classes as After-school programs. Third, the High School should do following things in order to promote After-school programs: provision of After-school subject programs; provision of After-school extracurricular activities programs; and opening of school building as `study place` for kids who need them.
