정부 관료제의 문제점 분석과 대책 = 세월호 참사를 통해 본 국정관리력, 정치력, 그리고 기관신뢰 분석

국문 초록 (Abstract)

현대사회의 위험은 통제 불가능하며 불확정된 위험이 도처에 도사리고 있는 위험사회 (risk society)라고 한다. 세월호 침몰 사고로 인해 대한민국의 법치주의, 정부 규제, 부패통제 등의 정부의 국정관리능력, 정치시스템의 효과성, 국회 입법 활동 등의 정치력, 그리고 정부기관에 대한 신뢰가 의심받고 있다.
세월호 참사 사태와 관련된 관료제 문제점 분석과 대책을 위한 기준으로 연성국력의 3가지 요소인 국정관리력, 정치력, 기관신뢰 등에 의거해 분석해 보고자 한다. 국가 발전 단계와 국내외 상황을 종합적으로 고려하여 세가지 연성국력 요소, 그리고 각 국력요소 측정부문 간의 세부 지표가 적시된 ‘연성국력지수’(SP Index: SP=Soft Power) 측정 모형을 기반으로 연성국력 지표를 개발하여 G20국가를 대상으로 2009년과 2014년도 자료를 비교, 분석하였다.
한국은 G20 국가 중 국정관리력은 9위를 차지했다. 기관신뢰 부문에서는 13위를 차지했다. 최소한 일본 등을 뛰어 넘어야 국정관리 부문의 선진국으로 도약할 수 있을 것이고, 후진국형 재난의 발생이나, 재난 후 대응체계도 선진국 수준으로 발전할 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

The risks in the modern society are said to be uncontrollable and the uncertain risks are ubiquitous. Due to the Sewol Perry Disaster, the governance power such as the rule of law, government regulation, and the control of corruption, the political power such as the effectiveness of the political system and the legislative activities, and the institutional trust are suspected.
To analyze the bureaucratic problems and provide the solutions for that, a comparative analysis of G20 nations from 2009 to 2014 is performed in terms of the governance power, political power and the institutional trust based upon the SP Index(Soft Power Index).
Korea ranked 9th out of G20 nations in the area of the governance power, ranked 13th in the realm of the institutional trust. Only after catching up with Japan, Korea can go further to the level of advanced countries in terms of the governance power, and the response systems before and after the catastrophy can be developed into the level of advanced countries.
