기능분류체계에 기반한 기능 시소러스 구축방안 연구 = The Research on Function Thesaurus Establishment Based on Function Classification Scheme

In this study, we aimed to establish institution's own function thesaurus based on the function classification scheme for controlling intellectual property rights and activating the use of the public archives.
We investigated this issue researching Gyeongsangnam-do Changwon office of education as it is jurisdiction authority. The function thesaurus establishment underwent 3-stage process.
The 1st stage is the work analysis of Gyeongsangnam-do Changwon office of education, 2nd stage is developing a function classification scheme and archives management criteria table. For the last stage, prescribe the relations between function words, extract function words from the previous procedures. The thesaurus has been studied mainly library and information science or information retrieval field, and it is developed and used mostly for libraries or specific fields of study.
The thesaurus serves not only as a tool of communication between consumers and producers, but also controlling intellectual property rights for the archives. Public archives system can provide archive information service and be able to manage public archive efficiently by introducing the thesaurus. To design the public archive thesaurus, we need a new approaching rather than borrowing experience and technology from the existing thesaurus filed by reconstruction them considering characteristics of the public archives
Function thesaurus has existing thesaurus concept and function as it is derived from the general thesaurus. However, different from the other thesaurus, it focuses on the organization's function by work analysis. The function thesaurus designates the route to the words authorized by the organization, and "the words authorized by the organization" is the function words.(representative words)
The highest priority job for designing the function thesaurus is set up a classification scheme by work analysis of the organization. It is because the functions words, representative words of function thesaurus have to be functional words in order to distinctively connect to those characteristics of the organization.
In this study, to create the function thesaurus, we analyzed objectives, strategies, administrative functions and activities, processing activities of Gyeongsangnam-do Changwon office of education by using business analysis methodology of DIRKS Step A and B.
We established the function thesaurus by developing a function classification scheme and archives management criteria table, prescribe the relations between function words and extract function words from the previous procedures.
The function thesaurus we have developedbased on work function words reflects characteristics of the educational administrative archives. It will bring satisfactory data searching and reappearance effect. In terms of data management, by using refined and authorized terms make it maintain its consistency.
The establishment of the function thesaurus for Gyeongsangnam-do Changwon office of education based on the function classification scheme is meaningful attempt as it is the first work function oriented trial. This study will provide base data materials for development of a institution's own thesaurus.

국문 초록 (Abstract)

본 연구의 목적은 공공기록의 지적통제 및 이용활성화를 위하여 기능분류체계에 기반한 기관 고유의 기능 시소러스를 구축하는 것이다. 이를 위해 지역교육청인 경상남도창원교육청을 대상으로 연구를 진행하였으며, 기능 시소러스의 구축은 총 3단계로 진행하였다. 1단계는 경상남도창원교육청의 업무분석, 2단계는 기능분류체계와 기록관리기준표의 작성, 마지막 3단계에서는 앞의 과정을 기반으로 기능어를 추출하고, 기능어간의 관계를 규정하여, 기능 시소러스를 구축하였다.
시소러스는 주로 문헌정보학이나 정보검색 분야에서 연구되어 왔으며, 주로 도서관이나 특정 주제 분야에서 개발되어 이용되고 있다. 시소러스는 이용자와 생산자를 연결하는 소통의 도구로서 역할을 할 뿐만 아니라 소장 자료의 지적통제 기능을 한다.
공공기록에 시소러스를 도입한다면 기록정보서비스 제공과 보존 기록의 효율적인 관리 측면에서 유용성을 제공한다. 그러나 공공기록의 시소러스의 설계는 기존의 시소러스 분야의 구축에 따른 경험과 기술을 가져올 수는 있지만, 그대로 차용하기보다는 공공기록의 특성에 맞게 재구성하는 새로운 접근이 필요하다.
기능 시소러스(Function thesaurus)는 일반적인 시소러스에서 파생된 개념으로 기존의 개념 및 기능을 고수하지만, 여러 영역의 시소러스와 달리 조직의 업무분석을 통하여 조직의 기능을 중심으로 구현된 시소러스라고 할 수 있다. 기능 시소러스는 조직에 의해 승인된 용어로 탐색해 가는 경로를 설정해주는데, 이 때 ‘조직에 의해 승인된 언어’가 바로 기능어(대표어)가 된다.
기능 시소러스의 설계를 위해서 제일 먼저 수행되어야 하는 것은 조직의 업무분석이며, 이를 통한 분류체계를 설계하는 것이다. 기능 시소러스의 기능어, 즉 대표어는 조직의 특정 기능들과 명확하게 연관되는 기능적인 성격의 용어들을 선정하여야 하기 때문이다.
본 연구에서는 기능 시소러스 구축을 위해 DIRKS Step A와 B의 업무분석 방법론을 이용하여 경상남도창원교육청 조직의 목표 및 전략, 행정적 기능과 활동, 처리행위 등을 분석하였다. 이를 통하여 기능분류체계와 기록관리기준표를 설계하였으며 설계과정에서 추출된 기능어를 대상으로 대표어를 선정하고, 기능어들 간의 관계를 규정하여 기능 시소러스를 구축하였다.
업무기능어에 기반한 기능 시소러스의 구축은 교육행정 기록의 특성을 잘 반영하여 기록정보를 검색할 때 만족스러운 검색과 재현의 효과를 가져다 줄 것이다. 또한 기록관리 측면에서도 생산단계에서 정제되고 인증된 용어를 사용함으로서 일관성 유지를 가능하게 할 것이다.
본 연구에서 시도한 경상남도창원교육청의 기능 시소러스 구축은 기능분류체계를 기반으로 하는 즉, 업무기능에 기반한 첫 시도라는 것에 의의가 있으며, 향후 기관 고유의 시소러스 구축시 기초 자료로 활용될 수 있을 것이다.
