인구고령화, 공공이전, 이민정책의 경제성장 효과 (p.113-145)|RISS 상세보기

국문 초록 (Abstract)

본 연구에서는 일반균형모형을 이용하여 외국인의 국내유입의 경제적 효과를 경제성장의 관점에서 분석하였다. 유입 외국인의 노동생산성이 지나치게 낮아 노동생산성 수준이 낮아지고 유입 외국인에 대한 공적이전지출이 급격히 증가하지 않은 한 외국인 유입은 장기적으로 GDP와 1인당 GDP를 높이는 효과가 있는 것으로 나타났다. 인구의 유입은 국내시장을 확대시키고 국내시장 확대는 R&D 수익률을 높이며 이로 인해 R&D 투자를 확대하여 장기적으로 생산성과 1인당 GDP를 높이는 효과가 있을 것으로 예상된다. 낮은 출산율로 인한 인구의 감소와 인구의 고령화로 인한 경제성장 지체 효과를 완전히 상쇄하지는 못하지만 개방적인 이민정책을 통해 인구의 감소와 인구의 고령화의 문제를 일정수준 완화할 수 있는 가능성을 보인 결과라고 사료된다. 개방적인 이민정책의 1인당 GDP의 상승효과는 유입노동자의 생산성이 지나치게 낮을 경우 기대할 수 없을 것으로 예상된다. 따라서 초과수요 상태인 비숙련노동자의 확보 차원에서 이민정책을 접근하는 것은 장기적인 관점에서 우리나라의 경제성장에 저해요인으로 작용할 것으로 보인다. 향후의 이민정책은 높은 생산성이 기대되는 외국인에 대해서는 이민을 확대하되 생산성이 낮은 비숙련노동자에 대한 이민은 되도록 억제하는 필요가 있다고 사료된다.

We study the effects of the immigration on the economic growth, using a general equilibrium model. The simulations using the model, which reflects the Korean economy and public transfers, the population aging trend, and the international population mobility structure, show that the inflow of the foreigners will be highly likely to improve the economic growth, unless their productivity level is too low and the magnitude of the public transfers to them is very large due to their low income. The inflow of the foreigners will expand the domestic market, which will raise the return to R&D, increase the R&D investment, which will induce the productivity growth, and raise the GDP per capita in the future. Therefore, it is highly possible that the growth delay due to the population aging will be substantially mitigated by the increase in the inflow of the foreigners. However, it is also shown that if the productivity of the flowing-in foreigners is too low, e. g. 50% of the average productivity of Koreans, the growth will be dealyed, which implies that the current trend, that the flowing-in foreigner mainly consist of the unskilled workers, may deteriorate the economic growth.
