In chapter II, an analysis is made as to the main view point of K'ang Yu-wei's reform theory and how it was formed. It can be said that Chinese traditional thought come to find its fully-developed theoretical system in theory of self-strengthening as a last foothold against the incoming current of Western thought. The reform theory of K'ang Yu-wei was formulated through compromising between the traditional Chinese thought developed in theory of Self-strengthening and the modern knowledge of Western world. Therefore, the reform theory came to establish its thought system after setting the tradition as a great antithesis in it and criticizing it severely from another view point, say, Western view point. Thus we find the traditional thought developed by him in a renewed mould.
In chapter III, an analytical approach study is carried out as to how the view point of reform theory was applied to the problems of political and social modernization of China mainly on the basis of the letters sent to Emperor Kwangsu by K'ang Yu-wei for seven times off and on.
In Chapter IV, it is pointed out that the character which can be found in the political thought of reform theory signifies the limitation and the meaning of it in the political history of modern China. The limit of reform theory intended for building a modern state through reforming the traditional systems of China can be attributable to the insufficient understanding of civil rights, freedom, and equality as principles of modern political system, and to the impossibility of solving national problems giving rise to social crises.
Nevertheless, it could be asserted that the reform theory of K'ang Yu-wei has its own meaning, with its progressive role played in the modernization process of China.
