다중 LLM 에이전트 시뮬레이션을 활용한 지적재조사 행정 시나리오별 이해관계자 반응 연구 = A Study on Stakeholder Responses to Administrative Scenarios in Cadastral Resurvey Using Multi-LLM Agent Simulation

국문 초록 (Abstract)

본 연구는 전국 지적재조사 사업지구를 대상으로 ｢지적재조사에 관한 특별법｣의 절차 조항에서 기준선과 통제 조건을 포함하여 도출한 15개 행정 시나리오별 이해관계자 반응 경향을 4개 대규모 언어모델(LLM) 에이전트 시뮬레이션으로 탐색하고 모델 간 방향 일치를 기준으로 행정 검토 후보를 선별하였다. 합성 페르소나에 5종의 이해관계자 역할을 부여하고 동의‧이의제기‧신뢰의 3종 응답변수를 비교한 결과, 13개 법령 기반 시나리오 중 12개가 검토 후보 조건을 충족하였으며 절차 참여 기회를 제공하는 시나리오에서 이의제기율 감소폭이 가장 컸다. 반응 이질성은 인구 속성보다 이해관계자 지위에서 뚜렷하였고 17개 시‧도 전체에서 일관된 판정을 얻어, 시나리오별 갈등 민감도를 사전에 비교하는 탐색적 분석 틀로 활용할 수 있다.

Across nationwide cadastral resurvey districts, this study probed stakeholder response propensities to 15 administrative scenarios derived from the procedural provisions of the Special Act on Cadastral Resurvey, including baseline and control conditions, using four LLM agent simulations, and triaged administrative review candidates based on cross-model directional concordance. Five stakeholder roles were assigned to synthetic personas and compared on consent, objection, and trust; 12 of the 13 statute-based scenarios satisfied the review-candidate criteria, with the largest objection-rate reduction observed in scenarios providing opportunities for procedural participation.. Response heterogeneity was more pronounced across stakeholder positions than demographics, and all 17 metropolitan cities and provinces yielded concordant determinations, suggesting its utility as an exploratory analytical framework for ex ante comparison of scenario-specific conflict sensitivity.
