This study proposes a framework for moving beyond post-accident, remedial road management by integrating accident data, road geometry, freezing-risk information, road sign information, and grid-based spatial reference systems to predict road risk points in advance and link them to road hazard signs and an object address-based facility management system. The analysis used data such as road centerline intersection points, longitudinal slopes, road signs, accident risk areas, and traffic accident information, and compared machine learning models including logistic regression, support vector machine, decision tree, and random forest. The results showed that the random forest model achieved the most stable performance, with an accuracy of 0.8275, precision of 0.8057, recall of 0.8275, and F1 Score of 0.8165. The predicted risk points were visualized in grid units based on national point numbers. Among 4,846 predicted risk points, 1,323 points had no road signs. Of these, 406 points were classified as “somewhat risky” or “risky,” indicating that they should be prioritized for field investigation and review for road hazard sign installation. This study interprets the prediction results not as final installation locations, but as decision-support information for field verification and management prioritization. It is significant in that it proposes a method for assigning road hazard signs and object addresses to predicted risk points, thereby converting them into continuously manageable units that support location identification, facility registration, inspection and maintenance, complaint handling, and history management.
