한국에서의 실천적 시민교육 재구성을 위한 영국 시민교육과 자원봉사활동 고찰 = Reorganization for active citizenship education in Korea through analysis of citizenship education and youth volunteering in England

국문 초록 (Abstract)

본 연구는 효과적인 한국에서 지식위주로 이루어지고 있는 시민교육의 한계를 극복하고 실천적 시민성을 함양하기 위한 대안을 모색하고자 영국의 사례를 고찰하였다. 한국의 시민교육이 본래의 기능을 다할 수 있기 위해서는 시민교육의 내용뿐만 아니라 그 방법이 재구성될 필요가 있다고 생각하였고 서구의 여러 국가들 중에서 가장 최근에 시민교육교과를 교육과정안에 정식교과로 도입하고 시민단체와 함께 자원봉사라는 방법으로 실천적 시민교육을 실시하고 있는 영국의 시민교육 사례를 검토하는 것이 중요하다고 판단하였다. 이에 연구의 목적은 첫째, 영국 시민교육 내용과 방법의 분석을 통한 향후 한국에서의 실현가능한 시민교육을 내용 제시하고 둘째, 시민교육 방법으로서의 영국 청소년 자원봉사활동을 분석하여, 셋째, 시민교육의 내용과 방법을 재구성하기 위하여 한국에서는 어떤 노력들이 이루어져야 하는 가에 대한 방법을 모색하는 것이었다. 연구는 문헌연구의 방법이 사용되었다. 연구의 결과 및 제언으로는 첫째, 실천적 시민성 함양을 위하여 도덕과나 사회과 교과의 내용 보완, 자원봉사와의 연결이 있었으며, 또 시민교육을 위한 국가정책 수립과 지원, 시민단체의 교육적 역할의 인식과 역량강화가 있다.

This study analyzed citizenship education and youth volunteering in England in order to get over the challenges of active citizenship education in Korea. This study starts with the notion that citizenship education should be reorganized in Korean context. The reason why this study chose the English case was, citizenship education has a very new method for practices in the National curriculum. Therefore, the aims of this study are : first, analyze citizenship education and methods (volunteering) in England and then suggest for Korean model, second look for the new methods for the active citizenship education, third, what to do in Korea for the active citizenship education. Document analysis was used for research methods. As a conclusion this study suggests that frist, citizenship education(such moral education and social studies) should be reorganized for active citizenship implementation. Second, volunteering can be effective methods for the delivery of citizenship education. Finally, there should be the national policy for citizenship education and the role of civil society in education should be recognized with empowerment.
