권력승계 이후 집권세력에 의한 체제유지의 연속성 및 변화에 관한 비교분석: 한국과 영국의 보수정당을 중심으로, 1979～1997 = Comparative Analysis on the Continuance and Change of the Regime Maintenance by the Ruling Forces after the Power Succession: Centered on the Conservative Parties of South Korea and the United Kingdom, 1979-1997

다국어 초록 (Multilingual Abstract)

The purpose of this study was to answer the question, “What is the continuance and change of the regime maintenance of the ruling forces after the of conservative parties of South Korea and the United Kingdom for 18 years from 1979 through 1997,” and to comparatively analyze the two countries.
The perimeter of this study to find the continuance and change of ruling forces in South Korea and the United Kingdom was limited to the fact that the powers was succeeded from Doo-hwan Chun to Tae-woo Noh, to Young-sam Kim in South Korea and from the Thatcher Administration to the Major Administration in the United Kingdom.
The cases of conservative parties in South Korea and the United Kingdom show considerable differences according to the socioeconomical environment, political systems, and maturity of democracy, but the similarity is that the continuance and change of the regime maintenance by the ruling forces has been influenced by the world's political/economical trends.
Since the power succession, the ruling forces bring continuance of the regime maintenance by winning important elections, phenomenon of the weak opposing parties and through the strategic selection of rulers. However, powers can be changed and isolated even after power succession in case of the rulers' ideological stubbornness, conflicts of ruling party, failure of clinical policies, and emergence of powerful opposing parties.

국문 초록 (Abstract)

본 논문의 목적은 “1979년에서 1997년까지 18년간 한국과 영국의 보수정당 사례를 중심으로 권력승계 이후 나타나는 집권세력에 의한 체제유지의 연속성을 가능케 하는 것은 무엇이고, 체제유지 실패에 의한 변화는 어떠한가?”라는 질문에 답하고 이를 비교분석하는 것이다.
한국의 경우 전두환-노태우-김영삼 정부 순으로 권력이 승계되었다는 점에서, 영국의 경우 메이저 수상이 대처 수상의 권력승계자였다는 데서, 한국과 영국의 집권세력의 연속성과 변화를 찾는 작업을 연구의 주 범주로 삼고자 한다.
한국과 영국의 보수정당 사례는 많은 국내적인 사회경제적 환경의 차이나 정치의 제도화, 민주화의 정도에 따라 상당한 차이를 보여주나, 집권세력에 의한 체제유지의 연속성과 변화는 세계적인 정치․경제질서에 따라 영향을 받은 점은 비슷하다고 할 수 있다.
권력승계 이후 집권 보수세력은 중요한 선거에서의 승리, 야당의 약세 현상, 통치행위자의 전략적 선택에 따라 체제유지의 연속성을 가져온다. 그러나 통치행위자의 이념적 고착이나 집권 보수정당의 갈등, 결정적인 정책의 실패, 강한 야당의 등장과 같은 경우에는 권력승계 이후라도 권력유지에 변화와 단절을 초래하기도 하는 것을 보여준다.
