중국 해양 회색지대 전력의 작동 방식 연구: 필리핀·베트남 사례를 중심으로 = A Study on the Operation Mechanisms of China's Maritime Gray-Zone Strategy: Focusing on the Cases of the Philippines and Vietnam

국문 초록 (Abstract)

본 연구는 중국의 해양 회색지대 전략(gray-zone strategy)이 구체적으로 어떤 방식으로 구성되고 작동하는지를 구조적으로 분석하는 것을 목적으로 한다. 이를 위해 필리핀과의 스카버러 암초 사건(2012)과 베트남과의 파라셀 제도 시추선 사건(2014)을 중심으로, 중국이 준군사적·비군사적 수단들을 전략적으로 선택(구성)하고, 이들을 단계적으로 연결(결합)하며, 상대국의 대응과 국제환경 변화에 따라 유연하게 조정·반복하는 전략적 작동 방식을 분석하였다. 분석 결과, 중국은 해경의 법적 정당성, 민병대의 법적·정치적 모호성, 시추선을 활용한 현장 점유 효과 및 여론전과 심리전 등 비물리적 수단들을 복합적으로 결합하여 상대국의 대응 능력을 점진적으로 무력화하고, 실질적인 해양 관할권을 확대해 나가는 전략적 체계를 갖추고 있었다. 또한 필리핀과 베트남 사례 비교를 통해 중국의 회색지대 전략이 상대국의 전략 환경과 대응 역량에 따라 압박형(필리핀)과 점유형(베트남)으로 다르게 나타나는 유연성과 반복성을 갖추고 있음을 확인하였다. 본 연구는 중국의 해양 전략적 행동을 이해하고 대응할 수 있는 이론적 기반과 한국에의 정책적 시사점을 제공한다는 데 의의가 있다.

This study aims to structurally analyze how China's maritime gray-zone strategy is composed and operates. Focusing on the Scarborough Shoal incident with the Philippines (2012) and the Paracel Islands oil-rig incident with Vietnam (2014), the analysis examines China's strategic operational mechanism of selecting quasi-military and non-military instruments (composition), linking them in a phased manner (combination), and flexibly adjusting and repeating them (adjustment and repetition) in response to the counterpart's actions and changes in the international environment. The analysis shows that China integrates the legal legitimacy of the China Coast Guard, the legal and political ambiguity of maritime militia forces, the de facto presence generated by oil-rig deployment, and non-kinetic tools such as public-opinion and psychological operations, thereby gradually undermining the response capacity of rival states and expanding its effective maritime jurisdiction. A comparison of the Philippine and Vietnamese cases confirms that China's gray-zone strategy exhibits flexibility and repetitiveness, appearing as a pressure-oriented approach in the Philippine case and an occupation-oriented approach in the Vietnamese case depending on each state's strategic environment and response capability. This study provides an analytical foundation for understanding and responding to China's maritime strategic behavior, and offers policy implications for the Republic of Korea.
