이 연구는 공적연금제도가 여성의 사회적 권리에 대하여 갖는 의미를 분석하기 위해 젠더(gender)의 관점에서 공적연금의 성격과 효과성을 분석한 연구이다. 이 연구는 기존에 여성 혹은 젠더라는 차원을 배제한 채 이루어진 남성 중심적인 연금 혹은 사회정책 연구경향을 비판하고, 연금제도에서 젠더적 관점에서의 사회권을 포착하기 위해 개인적 자율성의 개념을 채택하였다. 이 개념은 연금제도의 구성에 따른 수급권 정도와 이 제도가 어떤 결과를 파생시키는지를 통합적으로 고려하는데에 사용되었다.
이 논문에서는 다음의 지점들을 중요하게 다루었다. 첫째, 여성의 '특수성'이 연금제도에서 어떻게 다루어지는가라는 점이다. 무급노동, 즉 가사노동과 아동 및 가족의 보살핌 등이 연금제도에 시민권의 기초로 반영되는 방식, 유급노동에서 여성의 특수성으로 인한 불리한 위치가 연금제도에서 보상되는 정도와 방식, 결혼지위를 다루는 방식 등이 그것이다. 또한 간접적으로 여성에게 영향을 미치는 제도의 요인들을 분석하였다.
둘째, 국가 간 연금제도의 구성에 따라 여성의 연금급여가 어떤 차이를 보이는가를 한국, 스웨덴, 네덜란드, 독일, 미국의 연금제도를 중심으로 비교분석하였다. 이 연구에서는 노동시장과 관련하여 상이한 여성내부의 집단들 간의 차이, 혹은 상이한 노동시장 경력, 결혼지위가 급여수준에 어떻게 반영되는가를 보기 위해 특정 연급제도에서 유급노동참여여부나 자녀의 수, 결혼지위 등을 고려한 연금수급수준을 시뮬레이션을 통해 산출, 비교하였다.
노동시장에서 남녀의 임금격차는 연금제도에 따라 다르게 반영되었다. 스웨덴은 노동시장에서의 성별 소득격차가 가장 적게 나타나기도 하지만 연금급여에서는 이 격차가 더욱 줄어들었다. 네덜란드는 여성의 소득이 남성에 비해 절반도 못미치는 낮은 수준이지만, 연금에서는 정액급여이기 때문에 동일한 수준으로 받았다. 한국은 연금급여 산식상 소득재분배적 요소로 인해 남녀간 임금격차가 급여에서 완화됨을 보여주었다. 독일은 노동시장에서의 소득격차가 연금급여에서도 그대로 반영되는 것으로 나타났다.
보편적 기초연금 방식은 여성들의 연급수급권이 남성배우자의 연금수급권 혹은 이혼, 사별 등의 결혼지위와 무관하게 획들될 뿐만 아니라 급여수준상 소득계층별 차이가 존재하지 않는다는 점에서 여성노인의 개인적 자율성에 큰 의미가 있음을 보았다. 아동양육 크레딧은 육아기간을 얼마나 인정하느냐, 무급노동의 가치를 얼마나 인정하느냐에 따라 급여수준에 미치는 효과가 다르게 나타났다 이혼시 소득분할과 유족급여는 그 자체로 충분한 소득을 얻기에 한계가 있고, 배우자의 소득수준과 기여기간에 따라 급여수준이 달라져 그것만으로는 노후소득보장이 어려울 수 있음을 보았다.
셋째, 공적 연금의 효과성을 검증하기 위해 여성의 연금 수급권과 여성 노인의 경제적 복지와의 관계를 분석하였다. 즉 수급권이 경제적 복지를 담보하는가라는 점을 검증한 것이다. 이는 개인적 자율성의 결과적 측면을 평가한 것이기도 하다.
회귀분석에서는 개별적 수급권이 높을수록 여성가구주 노인의 빈곤율이 낮아지는 경향이 있는 반면, 파생적 수급권은 별다른 유의미한 영향을 미치지 않는 것으로 나타났다. 퍼지셋질적비교분석에서는 개별적 수급권이 높고 파생적 수급권이 낮으며 사회부조의 지출이 높다는 원인조건조합들이 충분조건을 통과하는 거으로 나타났다. 요컨대 개별적 수급권은 두 분석에서 모두 여성 가구주 노인의 경제적 안정에 유의미한 효과를 가진다는 것이다. 파생적 수급권은 반대로 회귀분석 결과 체계적인 영향을 미치지 않았고, 질적비교분석에서는 오히려 개별적 수급권이 높으면서 파생적 수급권이 낮은 국가에서 여성 가구주 노인의 경제적 안정성이 높게 나타나는 것으로 나타나 국가비교적 관점에서는 여성의 개인적 자율성에 효과적이지 못함을 보여주었다.
이 결과는 장기적으로 볼 때 결국 파생적 수급권보다는 개별적 수급권의 수준을 높이는 것이 여성의 경젲거 안정, 즉 결과적 측면에서의 개인적 자율성을 보장할 수 있는 길임을 보여준다.
넷째, 이 논문은 개인적 자율성이 국가마다 다르게 나타나는 양상에 주목하였다. 그리하여 여성 가구주 노인의 경제적 안정성과 수급권 수준을 기준으로 국가들을 유형화하였다. 분석결과 스칸디나비아 국가들의 연금제도는 대체로 개별적 수급권이 높고, 여성 가구주 노인의 경제적 안정성은 높아 개인적 자율성이 높은 특징을 보였다. 유럽대륙국가들은 두 수급권에서 대체로 중간수준이면서 여성 가구주 노인의 경제적 안정성 수준도 중간으로 나타났다. 자유주의 체제의 국가들은 개인적 자율성이 낮거나 높은 두 가지로 구분되었다. 대표적인 자유주의 국가인 미국은 여성의 개별적 수급권과 경제적 안정성 측면에서는 낮은 수준이면서 파생적 수급권에서는 높은 수준을 보이고 있다. 반대로 캐나다, 스위스는 높은 자율성을 보였다.
보편적 기초연금을 가진 국가에서 모두 개인적 자율성이 높다는 사실에서 시민권 혹은 거주에 입각한 수급권이 여성(의 개인적 자율성)에 중요하다는 결과에 유의할 필요가 있다. 이러한 수급권은 급여가 남편과 아내에게 다르게 적용되지 않으며, 결혼지위가 급여에 영향을 주지 않기 때문에 결혼이 사회적 관리에 미치는 영향을 중화시키며 유급노동과 무급노동간에 차이를 주지 않는다. 이 지점에서 복지국가 체제론의 사회민주주의 모델이 젠더 체제에서도 일관적으로 높은 개인적 자율성을 보이는 것으로 나타나는 이유를 설명할 수 있으며, 자유주의 모델 중에서도 보편적 기초연금제도를 취한 국가들은 높은 개인적 자율성 정도를 보이는 것이다.

This study expolres women's social rights in the public pension system and analyses the characteristics and effectiveness of the system of the system from gender perspective. The notion of personal autonomy is suggested as a theoretical construct to analyze women's pension rights and the outcomes.
First, the pension rules related to women's pension rights are analyzed : namely, the way women's unpaid work is reflected as a basis of citizenship, the degree to which women's disadvantageous situations are compensated by public pension and the way marital status is treated.
The two different pension rights identified are individual rights and derived rights. Individual right included five elements : the existence of universal pension, a minimun contribution period, reference earnings, family of childcare credit and income or pension sharing. Derived right consist of the existence of spousal benefit, restrictions on the age of the surviving spouse, restrictions on the qualifications of the deceased insured person, the level of survivor's benefit and an income-test or period limitation.
These indicators are compiled into two indices to evaluate the pension systems of various contries by ranking them in terms of women's pension rights. Pension indices are also examined in the context of welfare states discussions in three aspects : relationship between the two indices, correlation with a decommodification and relevancy to pension expenditures on public pension.
According to national scores of indices, Switzerland, Sweden, New Zealand, Canada, Norway, the Netherlands and Denmark showed a high individual right, while Italy, Spain, Greece, United States, Luxembourg, Portugal, Australia, Korea and Japan showed a low individual right. In derived rights, European contries and Japan had high scores. To the contrary, derived right was low in Denmark, Australia, Sweden, Germany, Italy, the Netherlands and Finland.
Second, pension benefits levels in selected contries are examined to show how different pension rules produce different benefit levels and how differently pension systems deal with the various subgroups according to women's workin careers and marital status.
In consequence, income differential in the labor market was least in Sweden where the pension gap had narrowed. In the Netherlands, there was no pension gap but a woman earns less than half of a man's income. The German pension system factored the income differential in labor market directly into the pension benefit. In Korea, income differential is mitigated somewhat through a redistributive effect, but it is less than in Korea.
A universal basic pension proved significant to women because every citizen has the right to a pension regardless of spousal entitlements of marriages status, and the benefit is the same regardless of income. Childcare credit had various effects according to the duration of credited period or the level of credited income. Pension sharing or survivor's benefit depends on the spouse's income and contribution period : consequently, in most cases, it is insufficient to allow an elderly person to live independently.
Third, economic welfare of an elderly female householder are examined as an outcome aspect of personal autonomy. The relationship between women's two pension rights and their economic welfare are analyzed by two different analytic methods : simple regression, which examines the causal relationship between individual rights and derived rights and fuzzy-set qualitative comparative analysis, which considers other socioeconomic contexts.
This study reveal that individual right is a significant factor in the economic welfare of elderly women while derived right does not secure their economic welfare. These conclusion suggest that developing individual rights, rather than derived rights, is the way to quarantee long therm elderly women's economic independence of personal autonomy in terms of outcome aspect.
Finally, this study classifies contries based on individual right, derived right and the economic security of an elderly female householder in terms of personal autonomy. These are them explained in comjunction with earlier welfare state regimes and gender regimes.
As a result, Scandinavian pension systems generally had a high level of persional autonomy for elderly women - that is, high individual right, low derived right and a high level of economic security of an elderly female householder. Continental European countries showed middle levels of personal autonomy with intermediate pension rights and economic security for elderly women. Liberal regime countries were divided into high and low level of personal autonomy.
The classification shows that most contries with a universal basic pension had a high level of personal autonomy. Accordingly, entitlement based on citizenship or residence is significant for women and their personal autonomy because it applies equally to husband and wife, and mitigates the influence of marriage on socials rights.
