    This paper aims to examine factors affecting trust between local governments and local public companies in Korea. Recently, local governments have tried to find new strategies to deliver effective public services to local communities. Establishment of local public enterprises is one of such strategies. It is thought that local public enterprises make local governments more effective service providers. However, to achieve public enterprises' goal of becoming effective service providers, at least three factors are important. The factors include finances, information, and values. These three factors are key variables that influence degrees of trust between local governments and local public enterprises. In this paper, we attempted to find out what building intergovernmental trust depends on. First, we outlined three key concepts that affect intergovernmental trust and make it different from interorganizational and interpersonnel trust. These three concepts are communication, shared values, and autonomy. Then we derived measurable variables based on these concepts. The variables include: communication to exchange information, cooperative support, and structural systems; shared values regarding businesses, actions, and goals; autonomy of a board of directors, appointment/promotion of employees, budgets, and practice of operations. The results showed that communication of informations, shared values, and autonomy were important factors in constructing and reinforcing intergovernmental trust.
