소방관과 경찰관의 ‘사용자 주관성’이 결정적 사고 관리 플랫폼에서 중요한가? - 연구 타당성과 신뢰성 검증을 강화하기 위한 Q방법론과 질문지법 결합 가능성을 중심으로 - = Is the Subjectivity of Fire Fighting and Police Users Important in a Critical Incident Management Platform?: Focusing on the Possibility of Combining the Q Method to Strengthen the Verification of the Validity and Reliability of Researchers and Questionnaire Method

국문 초록 (Abstract)

오늘날 자원의 배분이나 조정, 지휘 문제 해결을 위한 플랫폼이 활용되고 있지만, 플랫폼에서 중요한 사용자의 주관성을 파악하고자 하는 노력은 미흡하였다. 이러한 문제의식에서 본 연구는 현장대응에서 핵심적인 소방과 경찰을 대상으로 Q방법론을 통하여 플랫폼 사용자의 주관성을 파악하고자 하였다. 여기서 더 나아가 질문지법의 결합을 통하여 주관성 유형의 분포 및 인구통계학적 특징을 확인하고자 하였다. Q연구 결과 3개의 구분된 요인을 파악하였다(의사소통 우선시 유형, 체계적 계획 강조 유형, 정보의 조직화 중시 유형). 2차 설문조사 결과, 체계적 계획 강조 유형, 조직화 중시 유형, 의사소통 우선시 유형 순으로 주관성이 분포된다는 것을 확인하였다. 특히, 이들의 경력이나 통합현장지휘체계 필요성, 결정적 사고 관리 플랫폼의 필요성 인식은 주관성 유형에 차이를 발생시켰다. 본 연구는 이론적으로 소방과 경찰이라는 사용자의 주관성을 통하여 결정적 사고 관리 플랫폼에 대한 다양한 우선순위를 파악하였다는 점에서 의의가 있다. 또한 Q방법론의 한계의 극복 및 양적연구와의 결합 가능성을 확인하였다는 점에서 방법론적인 의의가 있다. 마지막으로, 한국형 결정적 사고 관리 플랫폼 구축과 관련한 기술적·기능적 요구사항뿐 아니라, 다양한 법·제도적 요구사항과 관련한 우선순위를 확인하였다는 정책적 시사점을 제공하고 있다.

다국어 초록 (Multilingual Abstract)

Today, various platforms are being used to solve the issues of the allocation of resources, coordination, and control. However, not enough effort has been made to understand the subjectivity of the important users of the platform. To address this issue, the researchers tried to use the Q method on firefighters and police officers who are critical in field responses in order to understand the subjectivity of the users of a platform. Further, the researcher combined this method with the questionnaire method in order to confirm the distribution of the types of subjectivity and demographical characteristics. The researcher’s review of the Q method revealed three separate factors (communication-centered type, organized plan-centered type, and information organization type.) The second survey showed that subjectivity prevailed in the order of the organized plan-centered type, information organization type, and communication-centered type. Especially the difference in the types of subjectivity was caused by their experience, the need for an integrated field command system, and the understanding of the need for a critical accident management platform. This study implies that various priorities were identified on the critical accident management platform through the subjectivity of the users, who were firefighters and police officers. Also, the study provided a methodological implication that the possibility of overcoming the limitations of the Q method and combination with a quantitative study. Lastly, the study provides implications in policy development in that it indemnified not only the requirements for technicalities and functionalities for establishing a Korean critical accident management platform but also the priorities related to various legal and institutional requirements.
