This study analyzes long-term trends in Gross Regional Domestic Product (GRDP) and the Genuine Progress Indicator (GPI) in South Korea’s Honam region from 2000 to 2021, focusing on their relationship, the growth-to-welfare conversion rate, and the environmental burden ratio. In Gwangju, GPI declined after 2019 despite continued GRDP growth, widening the gap due to underemployment, higher carbon emissions, and rising social costs. Jeonbuk maintained a relatively stable GRDP–GPI relationship, supported by its industrial–agricultural structure and low environmental burden. Jeonnam showed concurrent growth in GRDP and GPI, driven by improvements in environmental conditions. Overall, all three regions exhibited a persistent gap between economic growth and well-being, indicating a structural mismatch between quantitative growth and qualitative welfare. These findings suggest that economic expansion alone does not guarantee improved living conditions or environmental quality, highlighting the need to incorporate complementary indicators such as GPI into regional development strategie
