글로벌 에너지산업과 국제정치 = The Global Energy Industry and International Relations

국문 초록 (Abstract)

기업의 지배구조에 대한 논의에서 국가와 정부의 비중은 지금까지 그다지 크지 않았다. 그러나, 최근의 글로벌 금융위기 과정은 거시경제적인 요인이나 정치적 상황의 변화로 인해 대기업의 소유지배구조에서 국가가 차지하는 비중이 커질 수 있음을 보여준다. 현재 전세계적으로 가장 큰 산업인 금융산업과 에너지산업에서 민영화와 반대되는 움직임이 발생하고 있다. 특히, 에너지산업에서는 글로벌 금융위기와는 무관하게 국제정치, 외교, 국가전략적 차원에서 대기업의 소유지배구조가 각국 정부에 의해 형성되고 변화한다. 이 글은 러시아, 중국을 중심으로 글로벌 에너지 산업과 에너지기업들의 소유지배구조 현황을 국제정치적인 시각에서 바라 본 결과를 정리한 것이다. 에너지산업과 해운산업, 금융산업의 관계도 간단히 살펴보았다. 이를 통해 석유와 가스를 포함한 에너지의 공급을 거의 전적으로 해외에 의존하고 있는 한국의 국가전략에 대한 정치, 경제, 외교적인 시사점을 발견할 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

In corporate governance discussions, the state and government have traditionally played a rather minor role. However, the recent global economic crisis shows that macroeconomic factors and political turmoil may have strong impacts on the corporate governance of large firms toward the ‘reverse-privatization’ in the United States and other jurisdictions. In particular, the corporate governance of global oil and gas firms have been determined by states and governments and shaped through international relations and diplomacy. This article analyses background and context of corporate governance and M&As of largest energy firms of the world, in particular those of the Russian and Chinese companies, from the perspectives of international relations. This article also takes a quick look at the relationships of the global energy industry with the shipping and financial industries. This article tries to find lessons for Korea that almost entirely relies upon foreign energy sources in respect of the nation’s development strategy in the global as well as regional markets.
