생활문화 관련 조례 분석 = Analysis of Ordinances on Living Culture

다국어 초록 (Multilingual Abstract)

The ordinances related to living culture include the Ordinance on the Establishment of Cultural Cities, on the Activation of Local Bookstores, on Local Media Centers, and for Promotion of Living Culture. As a result of the review, the cultural city establishment ordinance, local bookstore activation ordinance, and local media center were enacted without considering the context of living culture. The ordinance for the promotion of living culture was analyzed by Gilbert and Terrell's policy analysis framework. The objects of the ordinance are organizations and regions with voluntary, everyday, and continuous characteristics, and include cultural facility operators. In terms of benefits, the contents of support were appropriately organized by revitalizing the life culture and contributing to the local community. In terms of delivery, the regulations related to professional manpower and living culture center were insufficient. In terms of finance, the status of subsidy-related provisions differed by region, and the main budget support contents were related to living culture facilities and committees. The conclusions based on the analysis results are as follows: First, the relevant ordinances should be consistent and connected in terms of living culture. Second, the role of cultural mediators of professionals in life culture should be emphasized, and finally, a welfare perspective is needed on living culture.
