      It has been 50 years since the Korean civil war when the police took part in military operations. The police has carried out military-style tasks such as subjugation of Ppalchisan, execution of anti-spying operations, and coast-guarding and defense of important national facilities by the combat police. Further, the missions of the combat (and auxiliary) police have been expanded to assisting the task of public security: they have been ordered into various demonstrations nationwide such as anti-government demonstrations and walkouts.
      However, the suppression of demonstrations is to be handed over to the police due to the abolition of combat and auxiliary police, but the number of newly hired police is expected to be only one third of them. The police has to deal with various tasks including demonstrations and other duties performed by combat and auxiliary police, and thus it is time to make a wide-scope reorganization.
      The military must play the leading role in military operations by taking over the anti-spying task of the police, which will make it possible for the military to accomplish its mission assigned to them. The function and role of each organization in the government is to be either expanded or reduced, depending on circumstantial change. Police maneuver was originated in the strong responsibility to defend the country right after the Korean Civil War. But now, the circumstances surrounding national security are changing day by day, and the combat and auxiliary police that have assumed main parts of the police maneuver will not exist any more following the reform plan of national defense. Thus, it is time to make the roles of military and police clear in such a way that the military bear the responsibility for national defense and the police for public security.
      Therefore, the police must return the anti-spying task to the military, and review with a sense of crisis how the newly founded police corps is to be organized and managed to just fit into the changing environments. It will further help reestablish the identity of the police.
