The object of the study was to survey the teachers` expectation to the newly government initiated educational system of technical high school which is known as the two plus one system. In this new system, students are sent to industries for one year`s on-the-job training after tow year`s studying basic knowledge and skill at school. Two hundred forty-nine teachers, one senior teachers from each technical high schools and vocational training institutes all over the country were selected and asked to response the questionnare developed by the author. One hundred fifty-eight teachers (63.5%) responded to this survey. The major findings of the study were as the followings. 1. The in-plant vocational institute teachers strongly support the new system while technical high school teachers strongly disagree the new system goverment initiated. 2. The main reason techical high school teachers disagree new system was that the profit interested industries are not willing to join education program for the technical high school students which cost them additional expences. The teachers do not want their students serve as the low-wage workers instead of having training high technology related skills and knowledge on the ob. 3. Before implimenting new system, basic research in developing curriculm and instructional materials to be used both school and industry should be conducted for success of new system. 4. There must be mutural understanding and cooperatin between school and indestry the benifits of new system.
