아동예산(Children’s Budget) 사례의 비교분석 및 시사점에 관한 연구

국문 초록 (Abstract)

본 논문은 다양한 국가에서 시도되고 있는 아동예산사례들을 이론적 관점에서 비교분석하고 아동예산의 방법론의 특징을 파악하여 우리나라의 아동예산 개발에 대한 시사점을 도출하였다. 아동예산(children’s budget)이란 유엔, 국제기구, 아동권리 옹호단체들이 아동의 보호와 권리옹호를 위하여 공공예산에서 요구되는 지출분을 체계적으로 추계하여 시민들에게 보고하는 제도를 의미한다. 유엔 등 국제기구와 아동권리옹호단체들에 의하여 제안되었고, 각국의 아동권리 옹호단체와 연구기관에 의하여 활용되면서 다양한 형태로 발전하고 있다.
이에 본 논문은 각국의 아동예산 사례들을 비교분석하고 그 중에서 대표성이 있는 사례를 선정하여 아동권리에 관한 접근방법, 아동예산범위, 프로그램과 사업분석방법, 제도화 수준을 기준으로 분석하여 특성을 파악하였다. 분석결과 아동예산의 주목적에 따라 다양한 접근이 이루어졌으며 국가별 시계열적 비교나 국가 및 지방정부간 비교가 보고되고 있었다. 제도화 수준도 다양한 모습을 보이고 정부나 시민단체에 의해 보고가 이루어지고 있었다. 이에 근거하여 연구자는 우리나라도 아동예산의 목적과 취지에 맞는 방법론을 선택하고, 정부와 시민사회의 협력을 통하여 아동예산을 제도화하고, 아동권리향상을 위하여 활용할 것을 제안하였다.

다국어 초록 (Multilingual Abstract)

This article compare and contrast children’s budget from theoretical perspectives and derive implications for Korea. Children’s budget is proposed by UN, international organizations and childrens’ right advocate groups as an institutional tool for allocating public funds for childrens’ rights. It reports financial contributions of one country for children’s rights directly to the citizens. Children’s budget has diverse forms and structure in accordance with the institutional contexts of countries. This article chooses representative cases and compares them with the criteria of approaches to the children’s rights, scope of children’s budget, method for program/project analysis, level of institutionalization. Analysis shows central and state governments have variety of approaches. In particular, civic groups play an important role for children’s budget. Based on this, the author proposed that Korea choose method compatible with institutional context and work with civic groups for institutionalization of children’s budget.
