BSC 성과관리 시스템의 학습 및 성장지표 분석

국문 초록 (Abstract)

오늘날 경제 및 사회환경과 함께 행정환경이 급속도로 변화함에 따라 정부를 비롯한 공공부문 또한 혁신적인 변화가 요구되고, 그 핵심과제로써 성과관리가 대두되는 가운데, 신 성과관리시스템으로써 BSC(Balanced Score Card)가 주목받고 있다. 이에 본 연구는 신 성과관리시스템인 BSC를 통한 정부혁신과 공공기관 성과관리에 도움이 되고자 문헌 고찰 및 사례연구를 실시하였다.

정부혁신에 관한 문헌조사 및 사레연구의 결과는 다음과 같다.
정부혁신은 크게 선진국의 정부혁신과 우리나라의 정부혁신으로 범위를 나누어 조사하였다. 선진국의 정부혁신을 알아보기 위해 본 연구에서는 선진국 정부혁신의 등장배경 및 구체적인 사례로 영국, 뉴질랜드, 미국 등의 3개국을 선정하여 구체적으로 조사하여 벤치마킹 포인트를 도출하였으며 우리나라의 정부혁신은, 정부혁신의 등장 배경 및 특징을 살펴본 후, 이승만 초대 대통령에서 현재 이명박 대통령에 이르기까지 역대 정부의 정부혁신 사례를 혁신목표, 대상, 범위, 추진체계, 추진방법, 성과의 틀 안에서 조사하여 시사점을 도출하였다.

공공부문 성과관리에 관한 문헌조사 및 사례연구의 결과는 다음과 같다.
공공부문 성과관리는 크게 선진국 정부의 성과관리와 우리나라 정부의 성과관리로 범위를 나누어 조사하였다. 선진국 정부는 미국, 영국, 캐나다 3개국의 정부가 선정되었으며, 각각의 사례를 도입배경 및 목적, 추진체계와 법적근거, 성과관리 구성요소 및 제도 운용 등의 세부목차에 맞추어 조사하여 벤치마킹 포인트를 도출하였다. 우리나라 정부의 성과관리는 먼저 성과관리 제도의 변천과정과 추진체계 및 법적근거를 검토한 후, 실제 성과관리제도 운영현황을 정부업무평가제도, 재정 성과관리제도, 직무성과계약제, 근무성적평가 등의 사례를 차례대로 고찰하였다.

BSC에 관한 문헌조사 및 사례연구의 결과는 다음과 같다.
BSC(Balanced Score Card)는 성과관리시스템으로써 BSC 일반과 공공부문에서는 BSC특징 및 사례로 나누어 조사하였다. 우선, BSC개념, 특징, 구축 프로세스, 구성요소, 효용성 및 유의점과 함께 BSC의 4가지 관점인 고객관점, 내부 비즈니스 관점, 학습과 성장관점, 재무적 관점에 관하여 문헌고찰을 실시하였다. 공공부문에서의 BSC의 특징을 공공부문 성과측정 특성과 공공부문 BSC의 특성을 비교하여 고찰하였으며, 정부부처의 BSC 도입사례로 특허청의 사레를 선정하여 사례연구를 실시하였다.
이와 같은 프로세스를 거쳐서 본 연구에서는 정부 이하 공공부문혁신의 핵심과제로써 성과관리의 필요성 및 유용성을 검증하고, 이를 통하여 올바른 성과관리 시스템 정착에 대한 방법론을 최종 연구 결과로써 제시하였다. 이러한 연구의 결과를 바탕으로 BSC를 공공조직의 성과관리에 효과적으로 활용하기 위한 방안을 제언하였다.

다국어 초록 (Multilingual Abstract)

With rapid social and economic changes, administrative conditions are also changing, With radical change requried in all fileds, including public sectors of the government, the Balanced Scores Casrd (BSC) is gaining notice as a systemic means of managing results. This research provides an inquirey into literature and case studies that aim to aid both reforms within governmental organizations and the results management of public organizations using the results management system, BSC.

As a management system, case studies of BSC were divided into BSC for general organizations and BSC for public organizaqtions. In order to study these two types, their particular characteristics, construction process, operation factors, and utility and significance were considered, and a literature review of the four aspects BSC--customer relations, internal business operations, education and growth, and financial affairs---conducted. The particular characteristics of BSC in public organizations were considered by comparing the particular characteristics of results within public organizations with the particular characteristics of BSC within public organizations.

Afterwards, a case study of the Indistrual Property Office, as an example of a governmental organization that has incoporated BSC into its system, was conducted. Results show that successful cases of companies using BSC have now spred to public organizations and this result-oriented management is expected to contribute greatly to their success.
