The traditional markets in Korea have rapidly deteriorated due to the new sorts of distributors' expansion such as department stores, large marts, large specialty stores, home shopping, Internet shopping mall with the full opening of the distribution industry in 1996.
Despite the traditional markets' deterioration like this, not only the government and local autonomous entities but the persons concerned- the merchants- in the markets also lack in understanding the necessity of revitalizing traditional markets, not to mention governmental support for it.
Recently, the government seemed to perceive such problems, and they established 「the Special Act on the cultivation of the traditional market」 on October, 2004, and finally laid foundation for the development of the traditional market's revitalization more easily and rapidly by establishing 「Special Act on cultivation of the traditional market and shopping district」 including shopping districts after revising the previously established law on a full scale on April, 2006.
However, the real situation is that most of developmental process has been focused on the re-development or renovation project such as the pattern of "apartment & stores",which is believed to be highly profitable and easy to develop, without any consideration of the traditional market's time-honored function and characteristics. Due to such a strange pattern of development, a lot of problems have occurred such as moving plans for the existing resident merchants and the opening of a temporary market for their livelihood
whereas the proprietor of land or establishments enjoy bumpy financial gains.
This research made an approach to the traditional market's developmental direction in the context of the downtown re-generation. Also the paper examined the plan for revitalizing traditional markets while maintaining the existing traditional market's unique function and traditional quality, and suggested some points at issue regarding this after taking a look at Seoul Metropolitan City's supporting plan for it.
Through the case analysis such as a model market achieving a success in market revitalization-sahruga Market at Yeongdeungpo, and Woorim Market at Mangwo-dong, the paper managed to draw some suggestion points; as for the regions lagging somewhat behind market revitalization, the research tried to find out a proposal for market revitalization by conducting a questionnaire survey on the merchants at Dobong market where re-development project of 'apartment & stores' building is underway now.
It'd be safe to say that the traditional market in Korea has not only the function of simply making transactions at an economic viewpoint but it also has social, cultural, political functions. Therefore, it's necessary to make an approach to the issue of revitalization of a traditional market with the concept of vitalizing local economy and also benefiting the low-income people working for it as well as restoring our country's unique tradition & culture.
I referred to a lot of preceding research papers and data from the administrative organ in charge such as the Small and Medium Business Administration which executes their duties directly linked with the revitalization of a traditional market . Nevertheless, it's regrettable not to do detailed research on the real situation on the existing merchants' re-occupancy of a store in time of re-development of the marketplace.
The upcoming market re-development should be executed with the establishment of market revitalization policy truly for market merchants rather than land or building proprietors at a viewpoint of the downtown re-generation.
