In the past 10 years, the number of motor vehicles in Korea has increaesed tremendously. This has led to worsened traffic conditions in not only arterial roads but also backroads. The search of solutions for these neighborhood blocks whose environment has been deteriorated by these conditions led the Seoul Metropolitan Government to initiate a project called the Transportation Improvement Programming Block Units(TIPBUs). However, this program has been argued because the execution speed has been too slow to catch up the deterioration speed of backroads. Therefore, the objectives of this study are, 1) to clear the meanings and the goals of Traffic Calming System(TCS) through the review of the history of TCS, 2) to examine the possibilities of TIPBUs under the IMF system in Korea through the review for developed technigues and study cases in developed countries, 3) to check the good and bad points of TIPBUs by introducing the present and past conditions of executing programs during the last 4 years, 4) to develop the programmatic framework about livable neighborhoods for the future.
