저 출산·고 령화·저성장 시대의 공공기관 역할과 대응과제 = The Key Roles and Strategies of Korean Public Institutions in the Era of Low Bir thrate, Aging and Low Growth

국문 초록 (Abstract)

본 논문의 목적은 공공기관의 관점에서 저출산·고령화·저성장 시대를 조명하고 장기적인 전략과제를 도출하는 것이다. SWOT 분석을 통해서 도출된 29개 전략과제의 유효성을 미래 예측에 근거하여 점검하고 공공기관의 경영시스템과 주요 사업과의 연관성을 분석한다. 연관성 분석에 근거하여 전략과제의 우선순위를 도출하고 이들 과제를 추진하는 과정에서의 공공기관의 역할과 미래 과제를 제시한다. 분석결과, 다음과 같은 시사점을 도출할 수 있었다. 첫째, 공공기관이 집행해야 할 정부권장정책은 양방향 커뮤니케이션 기능을 강화하여 시대적 환경을 정확하게 반영해야 한다. 둘째, 공공기관이 전략기획 수립 및 전개과정에서 저출산·고령화·저성장 경영 환경을 적극 반영해야 한다. 셋째, 저성장 시대에 대응하기 위해서 모든 공공기관이 신산업 개발과 육성에 관심을 가져야 한다. 넷째, 현행 공공기관에서 대응할 수 없는 저출산·고령화·저성장 전략과제 해결을 위해서 새로운 공공기관 설립을 검토해야 한다. 다섯째, 국가적 차원에서 저출산·고령화·저성장 시대 대응을 위한 중장기 로드맵 관리가 실행되어야 한다. 후속연구에서는 국가적 차원에서 보다 정교한 미래 계획을 제시할 필요가 있다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to look into the era of low birthrate, aging, and low growth, and draw long-term strategies from a perspective of public institutions. This study verifies the effectiveness of the 29 strategies drawn by SWOT Analysis based on future forecast, and analyzes the relationship between management system and major projects of public institutions. It prioritizes the strategies based on the association analysis and suggests the role and future tasks of public institutions in the course of pursuing these strategies. The result of analysis has found the following implications. First, the government’s recommended policy for public institutions to carry out is to reflect the environments of different times accurately by strengthening a two-way communication function. Second, public institutions need to actively reflect the environment of low birthrate, aging, and low growth during the process of establishing and processing strategic plans. Third, all public institutions should have an interest in developing and fostering new industries to cope with the era of low growth. Fourth, it needs to review the establishment of new public institutions to solve strategic issues of low birthrate, aging, and low growth which can’t be solved by current public ones. Fifth, mid-and long-term road map management should be implemented to deal with the era of low birthrate, aging, and low growth in the national level. The follow-up study needs to suggest an elaborate future plan in the national level.
