This study aimed to reveal various type on changing process of juvenile delinquency and deviant behaviors in precess of rapid social change. Five theories of the approaches were adopted: anomie theory, subculture theory, social control theory, labelling theory, social disorganization theory.
Based on the theoretical assumptions that become a juvenile delinquent is a process which consists of consecutive stage and through which degree of delinquency is progressively advancing, the following questions were explored in this thesis: how take the preventive measures and changing process of juvenile delinquent,

The major finding of this study are as follows:

First, it appeared that the increasing rate of the juvenile delinquent is higher then the total crime rate.
Second, it appeared that a violent crime - murder.'robber'. violation, arson - is the highest in the juvenile delinquent.
Third, it appeared that woman is higher than man in the crime rate of juvenile delinquent.
Fourth, it appeared that the student delinquent is steadily increased.
Fifth, students had a large percentage of entertainment costs in selfishness desire, happen highest rate the crime accidentally.

According1y, a rapid increase in student delinquency, resulting from maladjustment, value conflict and the tendency of forming a gang with rough acts were noticed. Because the student crime of whole juvenile
delinquency had continuously increased 61.8 % in 1998.
Most juvenile delinquencies seems to be attributed to the lack of sufficient individual talent. educational experience and financial background. These problems are leading the youths, who haute not been admitted into right course of making success to the nicious cycle of juvenile delinquency and deviant behavior as a result of this study. On the contrary, because juvenike delinquencies are closely bound up with social morality, it is terriblt significant to recover social justice more than anything else.
