지방자치의 헌법적 보장과 실질적 강화 방안 = A Study on the Constitutional Guarantee and Its Practical Strengthen of a Local Autonomy

다국어 초록 (Multilingual Abstract)

Recently, decentralization of power is being asserted in order to overcome the limitations of the current autonomous rule. While the focus on decentralization of power is growing rapidly, the accumulated accumulation of efforts and results is far too weak to compare with the nation`s industrialized country.
To address this challenge, we intend to explore the ideas of the local self-governments, and devise suggestions for the practical development of local self-governments by exploring the implications of local self-governments.
Rights of self-governing administration should be guaranteed authority transplant through distribution of office work power and standards of subsidiarity principle by the central and provincial governments to ensure that rights of self-governing administration are provided by the central and regional governments in order to ensure local autonomy based on grassroots democracy. Moreover, the local self-governments should be strengthened by guaranteeing of autonomous legislation right and autonomous finance right and the rights of residents be enhanced. Furthermore, it will also have to implement legal measures that can lead to right of self-governing education, self-governing police, and some etc. and have will for action.
