앨버트 갤러틴의 “이익공동체”와 루이지애나의 정착, 1803-1820 = Albert Gallatin’s Idea of the “Community of Interests” and Settlement of the Louisiana Territory, 1803-1820

This article explores the settlement process of the Louisiana Territory between 1803 and 1820 by analyzing Albert Gallatin’s policies. Gallatin, Treasury Secretary under Presidents Thomas Jefferson and James Madison between 1801 and 1814, tried to create a “Community of Interests” in the United States, within which the American people were allowed to pursue their economic interests and expected to eventually become more loyal to the United States. Gallatin enhanced the internal improvements, expanded the branch system of the First Bank of the United States, and expedited public land sales to create the Community of Interests.
After the United States acquired the Louisiana Territory in 1803, Gallatin engineered the opening of the New Orleans branch of the Bank of the United States in 1805 and expanded the Public Land office system to speed land sales, through which he ultimately sought to expand the United States’ Community of Interests to the region. Internal improvements were emphasized less in this region because of the effectiveness of the pre-existing waterway system.
However, as in the rest of the United States, the Community of Interests in Louisiana did not include African slaves or Native Americans. Gallatin considered African slaves as a means to support whites’ Community of Interests. Ultimately, Gallatin’s idea of the Community of Interests, contributed to the expansion of slavery in the South.
