절차적 합리성의 성과와 함정 = 환경갈등사례의 비교분석

다국어 초록 (Multilingual Abstract)

This paper is intended to analyse the conditions, the promises, and the pitfalls of rational procedures, by focusing on policy value conflicts around "the development" and "the conservation". We found that when the whole policy procedure was rationally proceeded in terms of institutionalized dialogue and critics among stakeholders, the openness and fairness of the policy procedures, it could produce various positive outcomes such as the reduction of policy errors, the social cost saving, the cognitive experience of democracy, policy-oriented learning, and eventually social consensus. On the other hand, if the policy procedure was not able to satisfy the above conditions, the policy process was proved to be drifted and disturbed for a long time with severe value and interest conflicts among stakeholders. This paper suggests that the adequate level of procedural rationality in a policy process should be required to guarantee the expected policy outcomes with social consensus.
