The web is entering the third era, Web 3.0 (from 2020 ~), that is, the ‘read-write-ownership’ web. This era can democratize the web's core platforms, organizations, and tools to own assets and match users' interests with the interests of the technology they use. Through Web3.0, the Internet has entered the ‘Internet of Value’ era. The biggest problem with Web 2.0 is the absence of digital property rights. We all create valuable virtual goods or digital assets. We ‘write’ and create value on the web, but the Web 2.0 giants take over the value. Users do not own virtual products they have created. They cannot monetize their data or manage personal information, and they have no right to speak as stakeholders how the services they use are operated.
The United States is actively promoting industries and revitalizing the market through deregulation and legislation related to digital assets, but in Korea, related industries and transactions are tied to regulation. In Korea, corporate digital asset transactions have been virtually restricted since 2017. In the legal profession, the opinion that the system should be hurriedly reorganized, such as preparing detailed plans for tax and accounting for digital assets, and that general corporations should be allowed to trade digital assets is gaining strength. Since it has been limited to administrative guidance for banks, it is right to gradually normalize it by releasing guidelines. Rather, transactions are often conducted in different ways because administrative guidance is blocking them. Restrictions need to be lifted and substantially regulated. If the institutionalization of property rights such as the use of digital currency (CBDC) and industrial data is a global trend, we should also make up for the deficiencies of legislation so that we do not fall behind in this competition.
