한국사회의 외국인 범죄와 대책에 관한 연구 = A Study on Foreign Crimes and Countermeasures in Korean Society

다국어 초록 (Multilingual Abstract)

Foreigner crime within Korea has been recording a trend of a steady increase. Due to the Korean government’s open-door policy of foreigners, the number of foreigner’s domestic inflow has been increasing and yet the consequential issue of foreigner crime is still ongoing.
Thereby the purpose of this study is to propose the measure of multicultural correction welfare perspective for positive utilization of foreign immigrants and foreigner crime prevention. In order to do so, foreigner issues and the causes of crime is first speculated on the basis of communication difficulties due to linguistic ability and social maladjustment from foreigner discrimination and bias. Additionally, it analyzed the government’s multicultural policies and services for foreigners staying within the country at this point where foreigners registered and staying in the current 2018 Korean society count more than a million.
Foreigners who registered and staying in the country is experiencing economic profit for their labor activities, high degree benefit of Korean culture, high quality education, and more. That said, they must fulfill the social responsibilities required by the Korean society as appropriate social members. Therefore, multicultural welfare policies of foreigners in Korea must focus on developing customized welfare service program and criminology based educational program that comprehends the Korean social scheme and is able to overcome the disparate cultural differences.

국문 초록 (Abstract)

한국에서 외국인 범죄는 지속적인 증가추세를 기록하고 있다. 한국 정부의 외국인에 대한 개방정책으로 외국인의 국내 유입자수는 늘어나고 있지만 이로 인해 발생되고 있는 외국인 범죄문제는 여전히 진행형으로 나타나고 있다.
따라서 본 연구는 이주 외국인의 긍정적인 활용과 외국인 범죄 예방을 위해 교정 다문화복지 관점의 방안을 제시하고자 하는 데에 있다. 이를 위해 먼저 외국인 문제 및 범죄 발생 원인을 언어능력에 따른 의사소통 문제, 외국인에 대한 차별과 편견에 따른 사회부적응에 근거를 두고 살펴보았다. 그리고 2018년 현재 한국사회에 등록 체류하고 있는 외국인수가 백만 명을 넘어서고 있는 이 시점에 국내 체류 외국인을 위한 정부의 다문화사회 정책 및 다문화 서비스를 분석하였다.
한국사회의 국내 체류 외국인들은 노동활동에 따른 경제적 이익, 높은 수준의 한국문화 혜택, 양질의 교육 등 다양한 경험을 하고 있다. 그렇다면 이들은 한국사회가 요구하고 있는 건전한 사회구성원으로서 당연한 사회적 책무에 충실해야 할 것이다. 따라서 한국 체류 외국인의 다문화 복지정책은 한국사회 제도를 이해하고 이질적인 문화 차이를 극복할 수 있는 맞춤형 복지 서비스 프로그램과 형사 정책적 교육 프로그램 개발에 집중해야 할 것이다.
