      “역량”과 “심성”: 초등교육의 성격에 관한 성찰 = The Concepts of Education implied in the “Cultivation of Mind-and-Heart” and “Development of Competency”

      Recently, the ideas of `competency` and `competency-based education` seem to enter into the centre of the discourses on education. The purpose of this study is to explicate the concept of education which is presupposed in these ideas. The idea of `competency` is not new kind of nowadays but old one, it should be regarded as the consequence of `Scientific Curriculum Making`, which was initiated by F. Bobbit and his followers at the early of 20st. His ideas of competency, and the logic of curriculum making are the positive alternatives of the old eduction, which had been supported by formal discipline theory. OECD`s DeSeCo Project tries to revive and reembody these old ideas. But there is the one vital point which we must seriously investigate. Do the ideas of Bobbit and OECD project really overcome the logical fallacy which formal discipline theory committed? This question require some detailed review on the conceptual relation between the educational purpose and the subject-matters which implies in their ideas. Looking at the appearances, their ideas seems to be very different, but they have one determining characteristic. That is to say, they suggest the concept of education which is based on the logic of ends-means connection. It is not possible at all to discover the idea of totality of the human life and mind in the ideas of `competency`. In there, school subjects are regarded as the effective means to achieve the external ends, i.e. competencies which meet the needs for `successful life`. This is the very reason why we, especially primary school teachers, should consider the idea of `Cultivation of Mind-and-Heart` as the traditional concept of education.
