Lukes 관점에서의 조직권력과 의사결정: WTO를 대상으로 = Lukes’ Organizational Power and Decision-making: Focused on WTO

국문 초록 (Abstract)

본 연구는 조직에 대한 정치적 관점에서 WTO를 대상으로 특정 집단인 Quad가 협상을 어떻게 지배하여왔는가를 규명하고자 하였다. 이를 위해, 본 연구는 Lukes의 권력의 세 가지 차원에 관한 논의를 권력의 개념과 성격, 결정의 주체와 방식 및 분석 초점과 방법론 등으로 구분하여 진행하였다. 이어서 분석의 맥락으로서 WTO의 특성, WTO 협상에서의 게임의 규칙 및 지배집단으로서의 Quad 등에 대해 살펴보았다. 분석 결과, Quad는 WTO의 정당성과 신화로서의 세계화와 무역자유화와 WTO 협상과정의 통제 및 강요된 선택으로서의 합의 등의 기제에 의해 WTO에서의 협상을 지배하여왔다. WTO 사례의 분석 결과는 힘없는 사람들이 기존 권력관계에서 비롯된 조작된 의식을 가지고 행동하게 만드는 거짓되고 왜곡된 의식과 인식의 내재화와 의사결정 무대에서 참여자들을 침묵하게 만들 수 있는 능력(갈등발생의 원천적 봉쇄)이 권력의 가장 효과적 기제들 중의 하나라는 것을 여실히 보여주고 있다.

다국어 초록 (Multilingual Abstract)

This study aims at illuminating how Quad has dominated negotiation processes in the WTO, from the political perspective of organization. The study discusses the three dimensions of power that Lukes suggested, by means of comparing the concepts and characteristics of power, the subjects and methods of decisionmaking, and the focuses and methodologies of analysis. And then it reviews the nature of WTO, the rules of game in the WTO negotiations, and Quad as the dominating group. The results of analysis show that Quad has ruled the WTO negotiations in terms of utilizing such mechanisms as the legitimacy of WTO and globalization and liberalization of trades as myths, the control of negotiation processes, and the enforcement of choices. Theses imply that the most effective mechanism of power is to make the powerless act with manipulated consciousness derived from the existing power relations, by internalizing false and distorted perceptions, and to keep the participants silent in decision-making processes.
