국문 초록 (Abstract)

삼국 통일 후 신라에서 설치한 국가 祭場 중 삼척에 설치된 것은 북쪽 태백산에서 中祀를 지내기 위해 설치한 祭場, 四海 중 悉直郡 영역 내에 위치한 非禮山 에 설치된 北海祭場이 있었다. 수도를 제외한 지방에 중사를 지낸 제장이 2곳 있었다는 것은 당시 이 지역이 신라 입장에서 정치ㆍ군사ㆍ경제적으로 매우 중요한 곳이었다는 것을 보여준다.
태백산에 中祀를 설치한 이유는 신라 입장에서 본다면 태백산에서 발원한 물이 낙동강 발원지가 되어 경상남북도 지역의 농경지를 형성하고 사람이 살 수 있는 물을 끊임없이 제공하기에 그 덕이 매우 커서 설치하였다고 볼 수 있다.
四海祭場의 위치에 대해서는 『삼국사기』 제사지에 北海 비례산은 오늘날 삼척 시인 실직군에 소재한다고 소개하였다. 현재 신라시대 북해의 제장인 비례산은 삼척의 어디인지 그 위치를 알 수 없다. 더구나 동해, 서해, 남해의 제장은 海邊인데 반해, 북해 비례산만 산인 까닭에 더욱 혼란스럽다. 그리하여 북해 비례산의 위치 를 추정하는 다양한 논의가 있었는데, 일단 다른 해안지역의 제장과는 달리 山이 라는 점과 삼척에 있다는 사실이다. 여기에 덧붙여 제사를 지낸 산이라면 신령이 좌정할 만한 공간적 특징을 지니면서, 용왕제를 지낼 수 있는 여건 또한 갖추어져 있어야 한다.
이러한 전통을 바탕으로 삼척 비례산에서 행한 제사는 용왕을 위하여 바다에서의 안전을 도모하는 것이 중요한 목적 중의 하나였다고 볼 수 있고, 이에 비례산 이 어디인가를 추정함에 있어 이를 고려할 필요가 있다.

다국어 초록 (Multilingual Abstract)

Of the state ritual sites installed by Shilla after reunification, the one located in Samcheok was a ritual site for jungsa in northern Taebaeksan, the Bukhae Ritual Site in the Bile Mountain in the region of Siljikgun in Seohae. Considering the fact that there were only 2 sites for jungsa other than the one in the capital illustrates its significance for Shilla in politics, military and economy.
For Shilla, a jungi was installed in Taebaeksan most likely because the water source of Nakdong River started from this area enabling formation of farmlands in Gyeongsangnamdo and Gyeongsangbukdo and supplied water sufficiently for residents.
As for the location of Seohae ritual site, Samguksagi introduced that Bukhae Bile Mountain is located in Siljikgun, Samcheok. It is unclear where exactly Bile Mountain, the ritual site of Bukhae, is located in Samcheok. It is more perplexing because whereas all sites in Donghae, Seohae and Namhae are located along the shore Bukhae Bile Mountain is in a mountain. Naturally, there have been many discussions estimating the location of Bukhae Bile Mountain; the two definitive conclusions were that unlike other sites, this one was located in a mountain and in Samcheok. Moreover, a mountain for rituals must retain spatial characteristics for the gods and also be suitable to hold Yongwangje.
Based on such tradition one of the purposes of the ritual held in Samcheok Bile Mountain was to pray to Yongwang for the safety in the ocean. This is an important fact to consider in estimating the location of Bile Mountain.
