The July 2002 Economic Management Improvement Measures of North Korea are expected to result in an increase in agricultural production. These Measures include increases in the price of agricultural products, and attempts to increase agricultural productivity by implementing a new performance based product distribution system to further motivate farm workers. However, due to problems inherent in the Measures in which the increase in the relative price of agricultural products is not clear and the failure to resolve the severe shortage of capital and infrastmaure, North Korea``s agricultural production is not projected to meet expectations. North Korea has already experienced similar problems with the new Sub-Team Management System it implemented in the cooperative farms on a trial basis in 1996. To solve the shortage of capital and infrastructure in agricultural sector, North Korea should obtain large assistance from the international community. To achieve this, North Korea should attempt to open its economy and the international community include South Korea should take steps to help North Korea in this endeavor.
