    This article reexamines the decade of conflict between Goryeo–Joseon andMing from 1388 to 1398, focusing on whether Joseon seriously contemplatedarmed confrontation. It argues that despite the Wihwado Retreat, bilateraltensions persisted. During the reigns of Kings Chang and Gongyang, Goryeo’sdeferential overtures were met with Zhu Yuanzhang’s calculated aloofness,signaling a lack of commitment to rapprochement. The dynastic transition toJoseon failed to alleviate these frictions; instead, Zhu repeatedly issued militarythreats over diplomatic "insults" and challenged Yi Seong-gye’s politicallegitimacy.
    In response, Yi maintained a dual posture of formal deference and internalinsecurity, viewing military options as a defensive strategic calibration ratherthan mere appeasement. This study critiques interpretations that reduce the 1398Liaodong campaign to internal factionalism or fabrication. Instead, it situates theepisode within a continuum of coercive diplomacy and mutual distrust.
    Ultimately, early Joseon–Ming relations are reconceptualized as a product ofstructural insecurity and calculated statecraft, rather than a stable framework ofnormative tributary order.
