      Due to globalization, there has been a rapid increase in the flow of cross-border marriage migration between Asian countries. The phenomenon of the feminization of migration has not only created an impact on the demographic makeup in these countries but has also raised concerns about the adequacy of existing educational systems in meeting the needs of the children from marriage migration families, including the teaching and learning of English. In Taiwan, English has been a required subject for elementary school students from third grade on since 2001. Some research reports have indicated specific difficulties of this particular population in learning English as a foreign language (EFL) due to their diverse linguistic and cultural backgrounds, while some have suggested otherwise. To explore the issue, this paper first provides a general overview of the increasingly diverse classrooms in Taiwan. Studies examining the English language learning performance of New Taiwanese Children (NTC, children from cross-border marriages) are then reviewed. Following the review, theoretical beliefs underlying the controversy of education of NTC are outlined. Based on theoretical and pedagogical considerations, this paper concludes with suggestions for future directions of teaching NTC.

      Due to globalization, there has been a rapid increase in the flow of cross-border marriage migration between Asian countries. The phenomenon of the feminization of migration has not only created an impact on the demographic makeup in these countries but has also raised concerns about the adequacy of existing educational systems in meeting the needs of the children from marriage migration families, including the teaching and learning of English. In Taiwan, English has been a required subject for elementary school students from third grade on since 2001.
