다국어 초록 (Multilingual Abstract) kakao i 다국어 번역

This study aims at proposing several roles of local government in implementing prospective Korean national long-term care polices. Given the rapidly increased aging rates in a Korean society, the long-term care need of elders should be concerned at the level of public responsibility. Since 2001, Korean government have prepared for establishing an Korean national long-term care plan. The first section of this study shows several cases of local government-led long-term care services in OECD countries. The roles of local government are different by the basic design of long-term care policies in each country. The basic designs illustrated in this study are divided in three different groups: a tax-based universal-coverage group, insurance-based universal-coverage group, and the tax-based selective(means-test) coverage group. According to the Korean LTC policy proposal, Korean LTC policy will be financed by an insurance system. The roles of local government are, however, not clearly defined yet. In order to prepare for the specific local government tasks and functions in implementing Korean National LTC plan successfully, the several ideas on local government roles discussed in this study should be considered on the table of national long-term care plan.
