미국 TBT가 한국의 부가가치 기준 수출에 미치는 영향 = An Empirical Study on the Effects of TBT by US on the Korean Exports

국문 초록 (Abstract)

WTO 출범이후 무역기술장벽(Technical Barrier to Trade; TBT)이 급격하게 증가하고 있으며 특히 미국은 최다 TBT 통보국이다. TBT는 표준관련 규제로서, 한편으로는 무역에 대한 장벽의 역할을 하기도 하지만 다른 측면에서는 무역에 긍정적인 영향을 줄 수도 있다. 본 논문은 미국의 TBT가 2002 ~2014년 동안 한국의 대미 제조업 수출에 어떤 영향을 미쳤는지를 총액 기준 무역 및 부가가치 기준 무역 데이터를 이용하여 분석하였으며 다음의 결과를 얻었다. 첫째, 미국의 TBT가 한국 수출에 미치는 영향은 전체적으로 긍정적이었다. 둘째, 하지만 그 효과는 산업별로 달랐는데 세계시장에서 한국과 미국의 수출경합도가 높은 산업에서는 낮은 산업에 비해 TBT가 수출감소 방향으로 영향을 미치는 것으로 나타났다. 셋째, 부가가치 기준 무역과 총수출액 무역의 비교 분석에서는 총수출에 대한 영향력이 더 크고, 최종재와 중간재 수출의 비교 분석 부분에서는 최종재에 대한 영향력이 더 큰 것으로 나타났다.

다국어 초록 (Multilingual Abstract)

Recently, the number of Technical Barriers to Trade (TBT) notifications applying technical regulations, standards, and conformity assessment procedures increased exponentially. In particular, TBTs are notified a lot by major advanced countries such as the United States (US). Moreover, the share of Trade in Value Added (TiVA) in Korean trade has been also decreasing due to the expansion of global value chain. In this context, this study analyzes the effects of TBT on the exports, focusing on the concept of TiVA. To this end, we conducted the empirical analysis by using the data of TBT notifications to WTO by US and using the data of Korean manufacturing export for the period from 2002 to 2014. We found the following results. First, the increase in the number of TBT notifications by US, in general, has positive impact on Korean manufacturing exports to US. In other words, TBT of USA did not worked as a barrier to trade. Rather, it seems that those TBTs show the structurally cooperative relationship among Korea and US. Second, the effects of TBT is larger for the final goods than for the intermediate goods. Third, we could not see any big difference between ‘gross term export’ and ‘export in value added’ in the sense of TBT effects. Fourth, in the industries where the export structure of two countries to the world market is similar, i.e., if the Export Similarity Index is high, then the positive effects of TBT is smaller.
