나부코 천연가스 파이프라인의 성공 가능성 평가와 정책 시사점 = An Evaluation of the Nabucco Gas Pipeline`s prospects for success and policy implications

국문 초록 (Abstract)

이 논문은 EU 에너지 전략의 관점에서 나부코 천연가스 파이프라인의 성공 가능성을 평가하고 정책 시사점을 도출한다. 나부코는 한계공급의 역할과 에너지 다변화전략의 중요성으로 인해 EU의 지지를 받는데도 불구하고 건설과정에서 회원국의 행동은 통일적이지 않으며, 지역제휴는 불안정하고 국제협력 또한 튼튼하지 않다. 가스 공급원, 대안 파이프라인과의 경쟁, 재정조달, 요금 구조 등은 나부코에게 전반적으로 취약하다. 안정적인 공급원 확보, 지역 제휴의 확대, 경쟁 파이프라인들과의 합병, 연계, 단계적 건설 등은 나부코의 주요 성공요인으로 분석된다. 대안 경쟁은 나부코의 성공을 위협하는 최대 요인이기는 하지만, 경쟁상대의 손실을 전제로 하는 이득은 냉전적 접근방식으로 궁극적으로는 경쟁 당사자 모두 손실을 초래하므로 지속 불가능하다. 따라서 대안 경쟁 보다는 파이프라인 시스템의 효율성 제고가 EU 에너지 안보에 더 긴요하다. 나부코 프로젝트는 남북러 연결 천연가스 파이프라인 건설 구상과 관련하여 시장 안정성, 지분참여, 지역협력 강화, 에너지원 다변화, 에너지 안보 등의 측면에서 종합적인 전략의 필요성을 시사한다.

다국어 초록 (Multilingual Abstract)

This paper evaluates the likelihood of success of the Nabucco gas pipeline and derives some policy implications. Despite Nabucco has been long supported by the EU due to the effect of marginal supply and the importance of energy diversification strategy, member states don`t act intently in the construction process. Regional alliances are unstable and international cooperation is not assured. Gas supply, competition between alternative pipelines, financing availability, fee structures are estimated to be vulnerable. For securing a stable supply, expansion of regional alliances, mergers with competing pipelines, linking and staged construction are rated as key success factors of Nabucco. Although the competition between alternative pipelines is regarded as the most important factor that threatens the Nabucco project, it is unsustainable due to the intrinsic limits of the paradigm of the "alternative pipelines". Therefore, it is necessary for EU to focus on the improving efficiency of the pipeline system rather than competition between alternative pipelines. The Nabucco project implies that a comprehensive strategy considering market stability, equity participation, strengthening regional cooperation, and diversification of energy supply would be necessary for the construction of a natural gas pipeline to link Russia and South Korea by way of North Korea.
