인간안보에 있어서 국가의 역할 연구

국문 초록 (Abstract)

본 연구는 인간안보를 증진하는 과정에서 국가의 역할이 무엇인지를 이론적으로 살펴보고, 그것이 남북관계에 주는 함의를 도출해보는 데 목적이 있다. 이를 위한 이론적 질문으로 첫째, 인간안보 논의에서 국가는 애물단지인가?, 두 번째, 인간안보 증진을 위해 국가는 무엇을 할 수 있는가이다. 구체적인 연구내용으로는 먼저 인간안보론을 간략히 소개하고 국내외 선행연구를 검토하고나서, 둘째 인간안보론에서의 국가의 의미와 역할을 살펴볼 것이다. 이를 바탕으로 남북관계를 인간안보론으로 접근할 필요성과 가능성을 논의할 것이다. 또 남북한 정부의 역할과 기대효과도 생각해볼 것이다. 마지막으로 연구 내용을 요약하고 향후 논의 과제를 생각해보고자 한다.
인간안보론에 입각해 남북관계를 재구성해보면 기존 국가안보론에 의한 남북관계와 목표, 관심사, 행위자, 수단 등에서 큰 차이를 보인다. 문제는 현실성이다. 먼저 인간안보에 의한 남북관계 재구성에 나설 남북간 이익의 형성, 여건 조성, 그리고 촉진 역할이 있어야 한다. 그런 다음 인간안보론에 의한 남북관계 발전 비전을 수립, 공유한 상태에서 가능한 분야부터 점진적이고 단계적으로 접근함이 적절하다. 그럴 때 남북한 정부를 비롯한 국가의 역할은 그 자체가 목적이나 선이 아니라 인간안보 증진 방향으로 그 위상과 역할을 재조정할 필요가 있다.

다국어 초록 (Multilingual Abstract)

This study is to identify the roles of countries in the process of promoting human security and to draw implications of its influence to inter-Korean relations. The first theoretical question is whether a country is a nuisance in discourses on human security. Second question is what a country can do to promote human security. Chapter Ⅱ briefly introduces the theory of human security and reviews previous researches, and in chapter Ⅲ, I will look into the meanings and roles of countries in the theory of human security. Based on that, chapter Ⅳ discusses the necessity and possibility of the cooperation between the two Koreas for promotion of human security. The roles and expected effectiveness of South and North Korean government will also be discussed. In chapter Ⅴ, I will summarize this paper and prospect future tasks.
Reconstructing inter-Korean relations based on the theory of human security, it can be found out that there is a clear distinction from the relationship which is based on the previous theory of national security in purposes, concerns, actors, and ways.
