The gross sales for Korean gambling industries appeared $10.84 billion in 2003, which was 4.4 times as much as $2.47 billion in 1998, and that had been caused by the domestic introduction of new type of the gambling business same as casinos(2000), sports toto(2001), lotteries(2002), motorboat racing(2002) and the opening of main casino(2003) since 2000, as well as the horse racing(1922) and the bicycle racing(1944) of existing.
In order to prevent insensitive proliferation of like this gambling industries, a political establishment which relates with gambling industrial healthy development has started in 2004, and the law supervising totally the gambling industry has been legislated by Office for Government Policy Coordination in 2005.
Specially, in 2006 summer 'Ocean talk situation' incident, the event dealing with illegal gambling syndicates, caused the public to augment the critical opinion about gambling industry.
Finally, going through the National Assembly in 2006 December and declaring by President in 2007 January 16, The Gambling Industrial Integrated Director Committee really came into in 2007 September.
After that, it has regulated powerfully not only the horse racing, casinos, sports toto, lotteries, bicycle racing, motorboat racing but all of the industries which is classified with a gambling.
From here, the author argues there is a field commits a politic error with their sense of absurd about gambling. It is nothing less than the biggest problem the horse racing is grouped into a kind of the gaming industry by the law.
In Korean dictionary, it defines clearly the gambling as relying on chance. In fact, in compliance with the definition, the horse racing has to be separated from the other gambling industries.
'Gambling' is actually making a bet and a windfall relying on chance. But the horse racing is different from only gambling.
