기획논문 : 한국형 복지국가 모델과 공직 인재상 ; 율곡 이이의 공직 인재상 = Special Edition : The Right People for the Public Service Suggested by Yulgok Yi Lee

국문 초록 (Abstract)

이 연구는 조선조 중기에 활약한 율곡 이이의 공직 인재상을 탐색하기 위해 그의 사상적 기반과 경세론을 중심으로 검토해 보았다. 16세기에 활발하고 역동적인 삶을 통해 독특한 사상을 전개시켜 나간 율곡은 일찍이 국가 경영의 성공과 실패, 다스림과 어지러움의 관건은 결국 사람에게 달려있다고 보았다. 이러한 그의 입장은 유능하고 도덕적인 공직인재의 등용과 이론 및 실무 문제로 바로 연결되어 그의 경세론이 구체적으로 전개되어 나갔다. 율곡은 시대에 따라 마땅히 행하여야 할 일이 각기 다른 것이라고 언급하고서 지금은 개혁해야하는 시기라고 진단하고, 반드시 현명한 임금과 현철한 신하가 일어나 법도와 기강을 붙들어 세워 선왕의 뜻을 잘이어서 일대의 규모를 새롭게 해야 한다고 역설하였다. 율곡은 당시의 역사적 현실을 중쇠기 내지 개혁기로 진단하고, 시대적 요구에 대응하여 가장 절실한 시책을 강구하고자 하였다. 이러한 시책들은 근본적으로 성리학적 기반 위에 세워진 그의 근본사상과 경륜의 현실적 전개라고 할 수 있다. 급변하는 현대사회를 맞이하여 새로운 공직인재의 이념과 방향이 모색되어야 하는 것이 오늘날 절실한 시대적 요청 가운데 하나이기도 하다. 이러한 점에서 바람직한 공직인재상의 모습을 고찰해보는 것은 시사하는 바 적지 않은 일이다. 본 논문에서는 관련 학계의 선행연구를 기반으로 율곡이 제시한 공직인재상의 내용과 그 특성을 탐구하여 재조명함으로써 오늘날 창조적 공직인재상의 방향 모색에 일정한 기여를 하고자 하였다.

다국어 초록 (Multilingual Abstract)

To figure out the desirable requirements for the public officials suggested by Yulgok Yi Lee, taking a remarkable part in the middle of Joseon Dynasty, this study follows his philosophy and theory of public administration. Yulgok Yi Lee with the distinctive philosophy developed through his dynamic life in the 16th century suggested that every failure and success of a state management, governing and troublousness in a nation is attributed to person. This had been developed into a specific theory of public administration involving the appointment of public officials with morality and the other practical issues. Yulgok had an idea that every period has its own challenge and made a judgment that the period of his is the time for reformation. Hence, as he emphasized, there must be a ruler with wisdom and servants with sagacity for right disciplines and law, reforming social structure. He saw his period as being in the middle of decline or a reformation and tried to find the most desirable policy for the needs of the times. Those policies are in practical development of his philosophy based on Neo-Confucianism. Under the modern times with rapid changes, it is one of the most urgent challenges to find what the right people for the public service are. In this context, it is full of suggestions to research righteous requirements of public officials. Based on the precedent researches, this study sheds new light on the achievements of Yulgok Yi Lee regarding to the desirable qualities of public servants, making contribution to suggest what the right public officials is in these days.
