국문 초록 (Abstract)

이 논문은 다산 정약의 공직자상과 공직윤리를 고찰한 것이다. 주지하다시피 다산은 조선이 낳은 위대한 사상가 중의 한 사람이다. 그는 자신의 학문 체계를 ‘수기치인학(修己治人學)으로 규정하고, 수기의 학문으로 ‘육경사서(六經四書)’를 치인의 학문으로 ‘일표이서(一表二書)’를 들었다. 즉 다산은 자신의 학문 체계를 경학(經學)과 경세학(經世學)으로 규정하였던 것이다. 아울러 다산은 치인의 학문인 경세학에서도 가장 심혈을 기울려 저술한 책이 바로 『목민심서』로, 이는 목민관이 갖추어야 할 공직자상과 공직자가 지켜야할 공직윤리를 잘 보여주고 있는 저서이다. 다산은 이 책에서 무엇보다 목민관이 갖추어야 할 마음가짐과 자세로, 첫째 목민관의 애민정신(愛民精神), 둘째 목민관의 청렴(淸廉), 셋째 목민관의 능력을 꼽았다. 물론 이러한 다산의 현실인식은 18년이란 긴세월동안 유배생활을 통해 백성들의 고통을 직시하고 이를 해결하려는 그의 애민정신에 연유한 것이다. 이는 다산이 “다른 벼슬은 구해도 가하거니와 목민하는 벼슬을 구하는 것은 불가하다.”는 말 속에 녹아 있다고 하겠다.

다국어 초록 (Multilingual Abstract)

This study is about desirable requirements and ethics for public officials suggested by Dasan Jeong Yak Yong (茶山丁若鏞). As most people know, Dasan is one of the greatest scholars in Joseon Dynasty. He defined his scholarly works as the study for self-cultivation and governing and categorized them into such two parts, of which the study for self-cultivation is carried out by the Six Confucian Classics and that for governing is done by three representative works of his; Kyeongseyupyo (經世遺表, A General Reform Proposal), Mokminsimseo (牧民心書, A Treatise on Governing as Public Officials) and Heumheumsinseo (欽欽新書, A Proposal on Criminal Code). In short, Dasan classified this scholarly hierarchy with Confucian classics and practical government. Among his works for practical government, Mokminsimseo is the book that Dasan had devoted himself the most, suggesting righteous qualifications and ethics for public servants. In this book, above all, Dasan requires the public officials to have three types of attitude, which are having love for the people, integrity, and competence. Such realistic discernment had come from the exile for 18-year-long to have been aware the real agony of the people and tried to solve the problems. His insight of such is also reflected in his saying, “Possible to take up a public office, not possible to take anybody to truly governing.”
