As number of student’s decrease is continued by rural exodus that is social phenomenon that appear in most rural area in South Korea, the unused classrooms was produced at rural area’s school. Entering the 1990, population growth decreases in urban areas and land development was increased. Because this phenomenon reduces number of downtown residents, empty urbanization phenomenon appeared. The unused classrooms were happened within downtown school by this background. It is needed groping plan for local community and how will connect to the unused classrooms that are happened because of various social changes and factor. Also, need to make long-term education facilities plan and systematic facilities plan or guideline for the unused classrooms and attempt practical use actively. In such background, I Investigated existing circumstances of the unused classrooms of Chungbuk Province’s elementary and middle schools through online survey. Also, I wish to propose practical using possibility of the unused classrooms that can manage school's unused classrooms efficiently which is public ownership property.
